This position is in the Bureau of Health Services Financing *BHSF), Louisiana's single state Medicaid agency within the Louisiana Department of Health (LDH). The Louisiana Medicaid Program, which provides healthcare services to low-income individuals, has an annual budget of approximately $12.9 billion dollars, a staffing complement of almost 900 authorized employees and almost 500 contracted direct-support staff, and provides services to approximately 1.7 million enrollees annually. The program is a state of federal partnership financed with a combination of state and federal funds and governed by a complex body of state and federal laws, policies, regulations, and guidelines. This is a unique, highly complex, responsible and experienced position in the Business Analytics section located within the Bureau of HealthServices Financing (BHSF). This section is responsible for analytics, forecasting, data quality and reporting. This position is part of a team that is responsible for data quality under Louisiana Medicaid. The Business Analytics incumbent is part of a team that leads the initiative to verify, improve, and correct data quality of the Louisiana Medicaid Eligibility Determination System (LaMEDS )information across Louisiana Medicaid via a process analysis and improvement driven approach. The incumbent develops solutions and recommendations in conjunction with LDH program staff, federal and state partners to improve or resolve all data quality issues that affect internal and external reporting. The incumbent exercises a high degree of independent judgement and initiative in addressing non-routine matters as well as normal job duties/responsibilities with minimal direction. The incumbent performs a combination of duties to help the agency be successful in meeting the mission and uses critical thinking skills to analyze situations to determine appropriate process or handling of tasks. The incumbent must be attentive to detail, able to focus on different projects at one time, manage time wisely, and perform as a team member. Performing and working as a team member is critical to the successful outcome of administering and operationalizing covered benefits, services, programs and treatments in accordance with federal and state laws, regulations, rules and policies, and in accordance with the best interests of the Medicaid program and the population it serves. Duties include, but are not limited to the following: 40% Analyzes and reports LaMEDS data errors, problems independently, and/or with assistance from Louisiana Medicaid program staff and supervisor. Acquires data from primary or secondary data sources to either reconcile LaMEDS data or to identify and analyze other business requests. Presents findings and recommendations on these issues. 25% Creates, documents, maintains and develops LaMEDS technical documentation as it relates to ad hoc and recurring reporting needs. Analyzes LaMEDS structural relationship between data tables contained within. Researches, verifies and produces LaMEDS data reports to supervisor, stakeholders, top management, and other personnel as needed. Completes various LaMEDS projects thoroughly, accurately and timely as assigned. 25% Gains experience in understanding the life cycle of Louisiana Medicaid data from source to target, including a comprehensive understanding of how Louisiana Medicaid uses the data. Applies this knowledge to the development and implementation of improved processes for analytic workflows and products. 10% Performs other duties as assigned to assist with the management and operations of the assigned section including assisting with other duties not listed herein.
