Business Development & Capture Manager
Paragon Cyber Solutions is seeking a dynamic Business Development & Capture Manager to drive growth and secure new business opportunities. This hybrid role combines strategic business development with hands-on capture management to identify, pursue, and win contracts across federal, state, and commercial markets. The ideal candidate will excel at building relationships, developing winning proposals, and driving end-to-end capture strategies, while leveraging Paragon's 8(a) certification and expanding our footprint in Tampa and beyond. Requirements Business Development + Identify, research, and evaluate new business opportunities, with a focus on leveraging 8(a) certification for federal direct awards and set-asides. + Build and maintain strong relationships with clients, government agencies, and industry partners. + Develop and execute strategic account plans to expand the company’s footprint in target markets, including Tampa and state/local governments. + Represent the company at industry events, conferences, and networking opportunities. + Collaborate with internal teams to align growth strategies with company capabilities. Capture Management + Lead the capture process for identified opportunities, including proposal strategy, solution development, and competitive analysis. + Coordinate and manage capture efforts, including teaming agreements, subcontractor negotiations, and bid strategies. + Oversee proposal development, ensuring high-quality, compliant, and compelling submissions. + Maintain a pipeline of opportunities using CRM tools, track progress, and provide regular reports on metrics such as proposals submitted, win rates, and revenue generated. + Conduct win/loss analysis and lessons learned for continuous improvement. Qualifications + Bachelor’s degree in Business, Marketing, or a related field. + Proven experience in business development, capture management, or a similar role in federal contracting or related markets. + Strong understanding of federal acquisition processes, contract vehicles (e.g., GSA, 8(a)), and procurement cycles. + Excellent written and verbal communication skills, with the ability to craft persuasive proposals. + Demonstrated ability to build and sustain relationships with key stakeholders. + Proficiency in CRM software and pipeline management tools.
