Business Development Program Manager
**Description** **General Summary** The Business Development Program Manager will be responsible for assisting the VP of ENGS with overcoming any internal or external problems facing the business unit. Pursues growth opportunities consistent with the business unit’s goals and objectives. He/She is also responsible for managing the business pipeline for the Engineering Business (Construction) Unit that includes planning, capturing, and submitting timely technical and pricing proposals in response to federal business opportunities. The ideal candidate has a thorough knowledge of the Shipley proposal process. **Essential Duties and Responsibilities** **New Business Capture** + Lead a team in the writing and review of Government Requests For Proposal (RFP) for construction projects. Coordinate with applicable ENGS staff in achievement of the same. + Analyze Government RFPs and inform colleagues of atypical requirements or possible competitive opportunities + Develop and maintain highly detailed project narratives for use in various forms of past performance submissions, specifically includes listing challenges encountered and how challenges were overcome + Coordinate with Operations Directors to obtain PPQs, Letters of Reference, and Letters of Recommendation + Conduct new business capture for ENGS growth, leveraging various online tools such as GovWin, SAM.gov, GSA eBuy and AAFES.com + Notify appropriate ENGS staff of prospective growth opportunities and gain consensus for pursuit via Go/No Go process + Maintain ENGS pipeline tracker vs. underwriting goal for current and future calendar year(s) + Conduct bi-weekly pipeline review calls with ENGS stakeholders + Maintain weekly status of ENGS bonding requirements with surety representatives + Routinely coordinate with Chief Marketing Officer and other Business Development staff to stay apprised of overall J&J growth strategies, opportunities and areas for improvement + Ensure new business opportunities are entered, tracked and kept up-to-date in Salesforce/Technomile + Maintain contact with small business joint venture partners in the pursuit of joint venture new business opportunities **Program Support** + Lead a team in the timely and accurate data entry of task order RFPs in electronic systems such as Teams, Procore and Salesforce. Ensure RFP deadlines are broadcast to associated ENGS staff. + Oversee proper document control in various EPM platforms in support of ENGS responses to RFPs + Oversee proposal support to ENGS personnel regarding formatting of proposal templates, proposal packaging, assembly of pricing, compliance checking and timely final submission to the Government + Oversee assistance to ENGS Directors, Project Managers, etc. for post task order award actions in legacy TOMS system, Procore, and any potential future EPM platforms + On an as needed basis, provide technical assistance to ENGS Directors, Project Managers, etc. in the execution of projects, including consultation, official correspondence, client partnering and problem resolution. **Other Duties** + Travel as necessary for Director-level meetings with clients, or as directed by the VP of ENGS + Represent J&J at official functions with clients + Seek out and establish relationships with reputable firms for partnership opportunities + Follow official company policies and procedures + Attend professional seminars, classes or conferences for self-improvement; maintain proficiency within professional career field + Other duties as assigned **Knowledge, Experience and Skill Requirements** + Minimum of five (7) years of experience in business development of engineering and construction projects that . Include major repairs, renovations, alterations, upgrades of various types of admisnitrative, commercial, and industrial facilities. + Must have a solid understanding of proposal structure and an ability to create compelling presentations to management + Foster a positive and responsive team environment, with the ability to quickly adjust to dynamic proposal development schedules and requirements + Bachelor’s degree in technical, business, or related discipline, or equivalent experienceExperience in managing and winning proposals within the federal market ranging from $10M to +$200M + Proficiency in writing and reviewing technical proposals and preparing cost estimates + Excellent written and oral communication skills + Strong problem-solving skills + Advanced organizational skills a must + Previous experience with government contracts preferred + Experience managing critical deadlines + Proficient in Microsoft Word, Excel and Project **Physical, Environmental and Sensory Requirements** + Work environment is a typical office setting. + Physical demands include intermittent sitting, standing, and walking, and occasional bending reaching and lifting. + Limited exposure to elements such as heat, cold, noise, dust, dirt, chemicals, etc. but generally not to the point of being disagreeable. + Ability to travel approximately 10% of the time This job description is subject to change by the employer as the needs of the employer and requirements of the job change J&J Worldwide Services CBRE Government and Defense Business is thrilled at the opportunity for you to apply to one of our roles. The base salary range for this position is $130k - $150k.
