Business Enablement/Trade and Contracts Compliance Analyst

Responsibilities The successful candidate will work within Arcfield’s Business Enablement Department to manage compliance areas which include Trade Compliance, Contracts, and support to internal functional teams from Subcontracts, Procurement, and Pricing. Successful candidate will have vital role in evolving new Business Enablement department with exposure to various key corporate areas of legal and regulatory compliance. Expect growth environment to learn multi-faceted legal requirements within a US Government contractor environment with an emphasis on trade compliance. Key Responsibilities: Work with the compliance Vice President, Business Enablement and legal staff to support areas vital to corporate compliance. Work with Empowered Official to learn trade compliance to be able to prepare export authorizations including export licenses, technical assistance agreements and commodity classifications or jurisdictions. Work with Empowered Official to record and manage trade compliance transactions and recordkeeping. Provide program- or license-level trainings and release recordkeeping requirements. Support international proposals, contracts, projects and programs which are strategic to achieving desired business outcomes and growth. Assist with Business Enablement functional compliance training content development. Assist with Merger, Acquisition and Divestiture (MAD) activities including diligence reviews and post-close auditing. Provide support and develop content for the legal, ethics, contracts, supply chain and trade compliance intranet for communicating with internal clients. Contribute to internal legal, contracts, supply chain and trade compliance policy, procedure, process and form(s) development and assist with planning automation and/or IT application launch(es). Monitor multi-functional compliance and other regulatory changes and recommend methods of implementation and process improvement. Develop new and innovative solutions for internal and external clients as well as industry peer(s) and as presented to internal councils. Build and lead work plans, due dates, and key dependencies, to ensure objectives are being met and manage to project or program objectives, goals and action plans used to drive the program to completion. Provide consistent reporting on program status to ensure all partners are advised. Ensure cross-functional review and coordination. Qualifications Work Experience: Minimum of 2-4 years of experience with a Bachelors degree. Meaningful experience in a corporate setting as US Government contractor with a preference for any trade compliance role. Strong analytical/critical thinking skills, including ability to exercise judgment to evaluate risks and calibrate clear and concise recommendations within context of integration approaches and other relevant business considerations. Experience in contract, supply chain or program management support, including leading multiple small to medium projects (2-6 month) and initiatives. Desire to learn legal compliance subject matters on-the-job and by attending industry conferences and trainings. Very proficient in Microsoft Office suite, especially Excel and PPT, and other MS tools including Teams and SharePoint. Agility to learn additional applications, as necessary. Specialty Experience: Familiarity with the International Traffic in Arms Regulations (ITAR) as well as the Export Administration Regulations (EAR). Familiarity with SNAPR and DECCS licensing systems as well as ACE for US Customs. Familiarity with Department of Defense (DoD), Intelligence Community (IC) or US Government contracting. Familiarity with the Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFARs). Paralegal certification or background. Familiarity with defense industry applications such as Deltek, CostPoint and/or Unison. Clearance: Must have ability to obtain and maintain a TS//SCI clearance for succession planning. Location: Preference for Chantilly, VA area for access to cleared facilities and Headquarters. Telework: Hybrid schedule available but will need to access company cleared facility to perform certain compliance responsibilities as well as support other Business Enablement functions.
