BUSINESS FINANCIAL MANAGER (SIOP-2024-21410):

 

Bowhead seeks Business Financial Manager to join our team in providing program management support in a broad range of services to  and assisting our US Navy clients.

 

Responsibilities

Job duties include but are not limited to:

Budget Planning Support: The contractor shall provide financial and management support for Program Office budget development, execution and reporting. Assist in the development of the Program Office POM submission. Assist in identification and justification of the financial resources for both current budgets and out-year forecasts. Assist in preparing budget exhibits in accordance with Financial Management Regulations (FMR) and supporting documentation used to support annual submissions to FMB and Congress. Assist in the development of budget execution data required for annual drills.Financial Tool Usage: The contractor shall provide financial management support services using Navy Enterprise Resource Planning (ERP) financial tools in the area of budget execution and reporting.Budget Execution Support: The contractor shall provide assistance in the review of NAVSEA Enterprise Planning System (NEPS) submissions for all funding execution and assist in preparing program task books and execution spend plans. Provide assistance to the Government in drafting budget execution plans for NAVSEA comptroller and FMB review. Assist in the development of obligation and expenditure phasing plans. Preparation and creation of funding execution documents and track and analyze program financial transactions. Document the financial status weekly for the Program Office. Provide financial status reports and assessments to identify program financial resources and shortfalls. Execution Monitoring/Control Support: The contractor shall provide inputs to and prepare various exhibits, briefings, presentations and funding documents on the annual execution of Program Office funding. Assist in data accumulation and analysis. Conduct analyses, report financial risk, and advise the Principle Assistant Program Manager/ Acquisition Program Manager of strategies to mitigate the impact of financial risks on the program(s). Assist in the Government review and reconciliation of Negative Unliquidated Obligations (NULOs).  Prepare all backup information to justify the needed corrections on assigned NULOs.  Recurring Execution Reporting: The contractor shall assist in the preparation, review and defense of the mid-year and end-of-year investment accounts execution reviews including a detailed re-evaluation of budget estimates and Estimates at Completion (EACs).  Provide input and analysis for monthly execution reviews.Statutory and Regulatory Reports: The contractor shall provide input to support and apprise the Government of changes to statutory and regulatory reporting requirements. Maintain records of financial history and related documents. Provide research and prepare inputs regarding various financial issues that confront the Program Office.Budget and Financial Administrative Support: The contractor shall assist the Program Office in responding to internal and external inquiries and requests for program information by preparing various exhibits, briefings and presentations.Interface with various government and industry representatives to coordinate financial planning and execution efforts, establish cooperative relationships.The contractor shall travel to participate and support internal and external meetings and briefings. Qualifications Bachelor's Degree preferredThree to Five years (3-5) professional experience with DOD financial or accounting analyticsExperience with COBRA, PBIS, ERP, NEPS (preferred)Must be able to multi-task, manage priorities and work independently with little directionAbility to communicate effectively with all levels of employees and outside contacts.Strong interpersonal skills and good judgment with the ability to work alone or as part of a team

Target salary is $115,000/year to $150,000/year, commensurate with experience

 

SECURITY CLEARANCE REQUIREMENTS: Must currently hold a security clearance at the Secret level.  US Citizenship is a requirement for Secret clearance at this location.
