As a member of MIT Lincoln Laboratory’s Finance Department, this position reports to the Senior Financial Manager of Operations. The Business Manager for the Capital Projects Office (CPO) is responsible for managing the Facilities Modernization Plan (FMP) and overseeing the comprehensive project budgets and timelines associated with the 40-year FMP. This role involves managing the operational budget of CPO and preparing detailed financial reports for the Directors' Office and the Director of Finance (CFO). The Business Manager ensures updates are communicated to government stakeholders on the progress of the modernization initiatives.
Key Responsibilities Serve as the primary financial POC for the Facilities Modernization Plan (FMP) at MIT Lincoln Laboratory (MIT LL). Provide financial modeling and data analysis to support briefings for senior leadership at MIT, the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)) and Congress. Ensure alignment with DoD Financial Management Regulation (FMR), Joint Advisory Committee (JAC), and Executive Committee requirements. Develop and maintain financial forecasts for Lab Services (operating expenses) and FMP within CPO and the Facilities Services Department (FSD). Collaborate with Financial Planning and Analysis (FP&A) group to contribute to FMP rate decisions, five-year planning, monthly variance analysis, and quarterly reviews. Manage contracting, invoicing, business operations, and Work Breakdown Structures (WBS) for FMP projects. Provide financial and administrative guidance to CPO staff, including oversight of invoice processing and accurate project charging. Advise on MIT LL policies and support the annual Human Resources review process Key Responsibilities (Cont.) Maintain and update Facilities Modernization Charge (FMC) process documentation and ensure alignment with billing and collection objectives. Coordinate with various departments to update collection schedules and maintain the FMC H-Clause. Support the development of the 40-year Master Plan schedule for building affordability and construction sequencing. Contribute to strategic initiatives, including technology strategy for financial reporting, budget planning, and the development of new visualizations and reporting capabilities. Support other F$D, CPO, FMP, and MIT LL strategy initiatives as assigned. Qualifications BS in finance or related field is required, MS/MBA preferred Minimum of 5-8 years of experience in business management or administration, preferably in a research or technical environment. Strong financial and analytical skills, with experience in budgeting, financial planning, and contract management. Advanced excel skills required. Excellent leadership, organizational, and communication skills, with the ability to manage cross-functional teams and projects. Knowledge of government contracting and compliance requirements is highly desirable. Strong ability to analyze and present financial data clearly and concisely. SAP proficiency preferred; experience with SAP S/4HANA is a plus.
