Summary This position is located at Family & Morale, Welfare and Recreation: Business and Recreation Division on Fort Huachuca, AZ. This is a Regular Full Time position (40 hours) with eligibility to participate in the NAF Employee Benefits Plans. Responsibilities Through subordinate activity managers, is responsible for overall management and direction of the Directorate, Family and Morale Welfare and Recreation (D,FMWR) Business Division at a large garrison. Provides leadership and supervision, and communicates mission and organization goals to subordinates. Reviews program objectives and priorities, and develops five-year plan with Capitol Purchase Minor Construction (CPMC) and Annual Operating Budgets covering projected programs of division resources. Develops and/or recommends methods, operations, and programs to ensure profitable business activities income. Performs other duties as assigned. Requirements Conditions of Employment Qualifications Minimum Qualifications: Work experience directing/managing one or more Directorate of Family and Morale, Welfare and Recreation Programs for a garrison, or similar civilian operation, for at least one year. **The information provided on your resume MUST clearly reflect ALL knowledge and experience listed under the minimum qualifications. Assumptions will not be made regarding your experience and the duties performed.** Best Qualified: Best Qualified candidates WILL possess one year of experience supervising activities within Community Recreation Division (includes Sports, Fitness and Aquatics, Recreation Centers, Arts & Crafts, or Outdoor Recreation Programs) and Business Operations Division (Bowling, Golf or Food and Beverage Programs) Best Qualified candidates WILL possess one year experience dealing with Annual Operating Budget process cycle, development and execution of business plans, implementation of internal control standards, and experience developing subordinate leaders, supervisors and employees through mentoring and counseling, and as necessary, progressive Best Qualified candidates WILL possess working experience utilizing internal (MWR) and external software platforms, to including Army Community Recreation Reports On-line, Human Resources' DCPDS and AutoNOA, Financial Management Budget System, Standard Management Information Reports for Finance (SMIRF), the Army-NAF Procurement platform PRISM, and the Army NAF payroll system ePay. ***Those applicants that meet ALL the minimum and ALL the best qualified criteria will be referred to management first. Pay-Band (NF or CY) Allowances and Differentials This is a pay-banded position. Sunday premium pay may be authorized by the Garrison Commander. If authorized, only regular (full-time, part-time, limited tenure and seasonal) employees may be paid Sunday premium pay. When authorized, Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday). Night differential may be authorized by the Garrison Commander. When authorized, night differential will be paid at the rate of 10% basic rate for hours of non-overtime work performed between 1800-0600. Incentives and Bonuses Recruitment/Relocation incentive may be negotiable with management if it is determined to be in the best interest of the government. Non-Foreign Overseas Allowances Non-foreign overseas allowances, cost of living (COLA), and differentials will not be paid, contingent upon eligibility.
