Business Services Recruiter

General Summary:     

The goal of this position is to take appropriate actions to meet the staffing needs of the Business Services Division.  The staff member in this position will develop resources to increase the number of potential sources of new employees; work from these resources to find qualified job candidates for our special State and Federal set aside programs as well as other Business Division positions; and coordinate and participate in the screening and hiring process.  Review medical documentation when necessary to confirm candidate’s qualification to government programs. Complete orientation to include trainings on Sexual Harassment, Blood Borne Pathogen and Safety.  Complete all paperwork for hiring packages. This staff member will report directly to the Director of Business Services and will also be required to work with HR to update related issues, and keep hiring processes in compliance with Federal, State and Local Laws.

 

Principal Duties and Responsibilities:  

Acts on Requisition of Personnel in timely manner: Ensures development of vacancy announcements for Business Services employment opportunities. Plans and coordinates distribution of same Formulates recruiting strategy (all within 2 days of receipt) Maintains accurate record keeping of Business Services requisitions Implements recruiting strategy through effective outreach actions: Selects recruiting venues - ads, schools, outside agencies, etc. Reviews and assigns incoming resumes and applications for appropriate distribution and in compliance with EEO, AAP and OFCCP guidelines. Visits all contract sites on a regular basis to better recognize their respective employment needs, by communicating closely with contract managers and supervisors Coordinates and participates in employee requisition, screening, interviewing as needed and hiring process with appropriate supervisory staff: Schedules and performs interviews as directed Ensures criminal and educational background checks and eligibility Makes the calls of hire and schedules new hires for orientation Performs Orientation to include trainings for Sexual Harassment, Blood borne Pathogen, safety and completes hiring package and forwards it to Admin. Initiates Educational Plan process, as necessary Drafts/sends applicants' Pre-Adverse and Adverse letters in a timely manner (within two weeks of filling the position) Ensures complete reference checks Ensures starting wages are consistent with pay policies Keeps necessary data, records and files of recruiting and hiring in organized manner; specifically: Requisitions and ad copy Statistical data for monthly report for Division Directors Interviewing analyses and originals of applications Tracks, evaluates and ensures equal opportunity hiring and interviewing. Prepares monthly report of statistics and activities by end of each month. Represents Business Services interest at all assigned functions for recruitment. Updates sources and contacts for recruitment on continuous basis and within a database. Maintains networking relationships with sources of recruitment including but not limited to rehabilitation agencies, universities, colleges and vocational schools. Advises Ability One Employee Support Manager and Director of staffing pattern changes within Business Services. Attends meetings as directed. Participates in planning and implementation of new contract starts, as needed. Review medical documentation when necessary to confirm candidate’s qualification to government programs. Complete all paperwork for hiring packages. Assists HR with information needed for annual Federal reports, such as the EEO-1 and VETS100. Other duties as assigned

Knowledge, Skills, and Abilities Required: 

Five years previous experience in behavioral health field. BA/BS degree in Business related field preferred but not required. Excellent organizational skills and detail orientation necessary. Must have experience with use of Microsoft Office and be familiar with Windows network environment. Must have reliable transportation available for use during the course of their working day. Valid Maryland driver's license with good driving record. Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
