Duties Description The Office of Mental Health (OMH) is recruiting to fill a Business Systems Analyst 2, Grade 23, position in the Center for State and Community Workforce Development and Human Resources (CSCWDHR). The Business Systems Analyst 2 will conduct analysis of CSCWDHR business needs for requirement gathering, user communications for future design, configuration, and implementation of OMH human resources applications. The incumbent will participate in design efforts to integrate data more effectively from human resources systems. This effort will include team participation in development of systems which will ensure proper data standardization. The incumbent will be tasked with ensuring that the CSCWDHR is fully supported in the use of advanced business and reporting solutions and will require senior and expert level skills in the use and oversight of such solutions. Specific duties to be performed may include, but are not limited to, the following: Analysis and planning of human resources applications, project management and coordination with human resources, the Office of Information Technology Services (OITS), and contract staffing of human resources system needs and requirements. • Oversee development, implementation, and ongoing operation of front-end application support standards and best practices. • Perform a variety of administrative functions related to the centralized business analysis. • Assist in the development and monitoring OMH’s human resources business analysis methodologies and related enterprise business analysis policies and processes. • Coordinate with a multi-disciplinary team of Business Systems Analysts, Human Resources Specialists, IT specialists, and contractors. • Identify and promote the use of alternative and available technical solutions to human resources staff in the development of agency-based and facility-based business systems and solutions no longer supported by OITS. • Assist human resources leadership in decision making regarding on-going operations of human resources systems and applications. • Assist users to identify, develop and document the business systems requirements for human resources systems.Develop and manage data integration of various access databases to new cloud based platforms which will lead to being supported by Enterprise Solutions once created. Lead time sensitive, special projects for human resources and stake holders geared toward increasing operational efficiency and efficacy through the use and adoption of available software solutions. • Develop alternative solutions to problems and consult with human resources staff customers to evaluate the effectiveness of proposed solutions. Provide increased technical development assistance for facility-based applications, such as HRMS, ORIS, DLMS, applications which are not supported by OITS. • Utilize knowledge of operating systems, application programs and data structures to develop performance metrics reporting for business and information technology activities.Data analysis of human resources operational data sources. Develop data reports, queries and support relational data integration with frontend data solutions that requires expert human resource knowledge of relational and non-relational data sources. Data collected is used for mission critical reporting (e.g., vaccination data, overtime reporting, workers compensation statistics, etc.) • Develop robust analytical and reporting solutions for key clinical metrics as established and/or requested by agency HR leadership. • Define measurable and repeatable standard processes for loading and retrieval of agency data from current and future applications. • Participate in the development of performance specifications, standards, and documentation. • Monitor changes to data bases across multiple platforms (development, test, production). • Foster continuous improvement of business process and performance by leveraging available data to improve decision makingMaintain OMH’s Decentralized List Management System and the Overtime Portal in twenty-five OMH facilities statewide; assist with application development; preparation, training initial implementation and ongoing support of facility personnel using the system. Support OMH human resources internal and external web presence as required to meet ongoing program needs.
Minimum Qualifications Non-Competitive Minimum Qualifications Under the NY HELPS Program:Candidates must have a bachelor’s or higher degree AND three years of business analysis* experience where your primary duty was performing three of the five following activities: • Using business analysis techniques to elicit requirements as the foundation for the solution to the organization’s business needs (e.g., workshops, focus groups, interviews, observation, brainstorming, surveys/questionnaires, or JAD Sessions). • Using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements (e.g., Data Flow Diagram, Business Process Model, Root Cause Analysis, Fish Bone Diagram, Context Diagram, Business Process Flows, or Fit-Gap Analysis). • Describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirements; this includes creating, updating, and maintaining documentation through the system development life cycle (e.g., Business Case, Use Case, Business Requirement Document [BRD], Fit-Gap Analysis, Impact and Feasibility Analysis, or Change Management Analysis). • Validating requirements throughout the product/system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals. • Verifying requirements throughout the product/system development life cycle (SDLC) to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.*Business analyst experience includes the following: the use of requirement elicitation techniques for improvement or automation of processes or functions; conducting research and documenting the current state of business process or function; participating in the implementation of system changes and enhancements; conducting system tests using test scenarios and documenting results; creating training, including procedure manuals for end users regarding new procedures and software; engaging in post implementation review and assessment; identifying, analyzing and resolving of issues inherent to existing systems; and acting as a liaison and interpreter between stakeholders and end users of the system.Transfer Opportunity: Candidates must have one year of permanent service as a Business Systems Analyst 2, Grade 23, and be eligible for lateral transfer OR be eligible to transfer via Section 70.1 or 52.6 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades or one M-grade of the Grade 23 level.Preferred candidates will possess the following: • Experience with data base and application design and development using Oracle, MS Access, or similar products • An understanding of network architecture • Experience with the Microsoft suite of products, especially Excel and Outlook • Experience with Microsoft Dynamics or other similar products
