Duties Description The Business Systems Analyst 2 will work closely with program staff and stakeholders to assist with execution of projects identified by leadership, utilizing a wide range of specialized knowledge, skills, tools and techniques to elicit, analyze, communicate and validate requirements. Responsibilities include, but are not limited to:• Researches and gathers requirements by conducting individual or group interviews, scheduling and facilitating meetings, distributing surveys, and reviewing documents.• Develops requirements for the more critical business analysis projects.• Analyzes and develops the business case during the project intake process.• Communicates business process and system requirements to IT staff, program staff, and stakeholders. • Reviews and analyzes business process deficiencies requiring resolution during or after implementation. • May perform business analysis intelligence activities to extract data for operational needs, testing purposes, and to ensure data integrity.• Identifies and documents the scope of business process changes or enhancements required by procedural changes or by changes to federal, State or local laws and statutes.• Establishes timetables for completion of projects.• Validates requirements throughout the business analysis process.• Reviews and analyzes business process deficiencies requiring resolution during or after implementation. • May perform business analysis intelligence activities such as data mining to extract data for forecasting, service delivery metrics, and provide management with data to make policy decisions• May supervise staff.
Minimum Qualifications For Permanent Appointment:• Reachable on current Civil Service eligible list for this title; OR• One year of permanent, competitive class service in a title eligible for transfer under Section 70.1 or Section 52.6 of the Civil Service Law. Examples include, but are not limited to: Administrative Specialist 2, Contract Management Specialist 2, Project Manager 2.For Non-Competitive Appointment via NY HELPS*:• A bachelor’s or higher degree AND three years of business analysis experience in a largescale automated system such as a customized Oracle People Soft application, performing the following: eliciting requirements as the foundation for the solution to the organization's business needs; identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements; describing in a written document what the system, process, or product service must do in order to satisfy the established business requirements; validating requirements throughout the product/system development life cycle (SDLC); and developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders; OR• Bachelors or higher degree AND possession of a Level 2 International Institute of Business Analysis/Certification of Capability in Business Analysis (IIBA/CCBA) Certification** AND one year of business analysis* experience where your primary duty was performing three of the five activities listed above; OR• Possession of a Level 3 International Institute of Business Analysis/Certified Business Analysis Professional (IIBA/CBAP) Certification.***Business analysis includes the following: the use of requirement elicitation techniques for improvement or automation of processes or functions; conducting research and documenting the current state of business process or function; participating in the implementation of system changes and enhancements; conducting system tests using test scenarios and documenting results; creating training, including procedure manuals for end users regarding new procedures and software; engaging in post implementation review and assessment; identifying, analyzing and resolving of issues inherent to existing systems; and acting as a liaison and interpreter between stakeholders and end users of the system.**Information regarding IBAA certification can be found at: http://www.iiba.org/Certification/certificationlevels.aspxPlease be advised that the New York State Insurance Fund does not offer sponsorship for employment visas to employees or potential employees. Additional Comments For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State.
