The incumbent of this position assists senior level management consultants in developing business partner relationships with key upper management and serves as a contact for addressing IT opportunities and needs planning and fulfillment for specific IT projects. JOB DISTINCTIONS: Differs from Business Technology Analyst 3 by the presence of serving as a technical lead for business technology activities that are outside of the scope of the Office of Technology Services. Differs from Business Technology Specialist 2 by the absence of serving as a technical lead for complex business technology activities that are outside of the scope of the Office of Technology Services. Examples of Work This position will initiate and shepherd IT procurement requests based on determined needs for DOTD customers in coordination with the senior level management consultants. Additionally this position will assist in gathering customer requirements for needed IT projects, justifying and prioritizing IT needs, providing the needed programming/services as appropriate or aligning the proper resources to assure the needs are met, and ensuring further enhancements to the systems, applications, and work processes are made. The incumbent serves a Customer Advocate and Service Champion for DOTD customers in the various DOTD business areas and will also develop plans to ensure that the mission critical services under his/her responsibility are provided without interruption by coordinating with the Division of Administration, Office of Technology Services staff and contracted service providers. As a representative of DOTD, the incumbent may be appointed to serve on local, state, or national boards, commissions, committees, etc. If appointed to such boards, commissions, committees, etc., the incumbent shall advise the appropriate DOTD Office Head and the following executive staff, as instructed by the Office Head: Legislative Liaison, Confidential Assistant, and Assistant to the Secretary for Policy, or appropriate legal staff. In addition, if determined to be necessary by the aforementioned executive staff, the incumbent may provide expert testimony before deliberative bodies such as legislative committees. Any job duty related to dissemination of public information shall be coordinated with the DOTD Communications Director. 60% IT Needs Planning and Project Management Based on IT needs identified by DOTD business units and in consultation with other IT Customer Advisors and Advocates, participates in writing bid specifications, requests for proposals, and invitations to bid. Assists in software selection and evaluation, contractor selection, and professional services contracts. Incumbent manages IT procurement requests received from DOTD business units in collaboration with OTS Vendor and Provider Management, Office of State Procurement, DOTD Consultant Contracts Office, and the DOTD Procurement Office. Submits IT procurement requests in the appropriate request system(s), provides status updates associated with requests, and organizes any necessary follow-up. Assists with large project requirements definition and proactive planning. Helps DOTD customers define required resources, and assists in obtaining appropriate prioritization and resourcing for IT projects. Assesses estimated or perceived project value with DOTD customers. Assists in reviewing and verifying invoices for IT services provided by the Office of Technology Services (OTS). Assists in monitoring and managing the DOTD IT budget. Serves in a "Gatekeeper" role for low value or low priority projects along with the DOTD IT Governance Team. 20% LaGov and General IT Application Program Analysis, Development, and Support Works closely with the LaGov Support Team to assure any needed IT Services are delivered to DOTD business units. Develops an understanding of DOTD business areas, work processes, and LaGov. Helps plan and define client needs. Helps define new requests and guides to proper solutions and resources. Decides how a larger project that needs to be prioritized might impact other projects and helps explain that to the client. Gets intimately involved in development and implementation of projects as skill sets are needed. Generates key improvement opportunity ideas, supporting data, and helps develop and implement plans. The incumbent assists with oversight in application development and participates as needed at all levels. He/she may provide direct application development and support as appropriate. Assists in meetings with DOTD Stakeholders, Managers, and Administrators to determine DOTD business units' IT needs and works to fulfill those needs as appropriate within the resource limitations of the agency's IT Budget. This includes analyzing problems, recommending solutions and establishing priorities as necessary to meet these needs. All of this requires specialized skills and experience for the enterprise systems (mainframe), distributed Windows server systems, and the Internet/Intranet platforms, including analysis, development, programming, and maintenance and support, database administration, security administration, document management, and user support services. 15% IT Customer Advocacy Coordinates with IT teams as a Service Champion for the DOTD clients. Assures client expectations are met. Assures proper communications takes place between all groups. Conducts follow-up discussions with management customers to assure needs were met. Helps assure needs are met through the project design and implementation process.
