Summary
The C-17 Training Systems (TS) Program Logistics Manager shall manage all maintenance coordination, logistics planning, and inventory management duties including shipping and receiving, inventory audits, GFP/GFE/GFV/GFM/GFI management, support program FIAR compliance, tools management/upkeep, equipment storage, surveillance, IT, furniture and IUID. The C-17 TS Program Logistics Manager shall serve as the lead logistics management specialist responsible for interpreting, planning, evaluating, coordinating, and reporting for the C-17 TS program.

The C-17 TS Program Logistics Manager acts as lead logistics and maintenance support manager for multiple regions encompassing:
Eastern Region – JB Charleston, SC
Central Region – Altus AFB, OK
Western Region - JB Lewis-McChord, WA
Plans, schedules, administers, and controls all activities of the C-17 TS Program Integrated Logistics Support (ILS) functional areas and works closely with the C-17 TS Regional Logistics Managers to provide centralized supply and technical support.
Monitors and controls inventory status and sustainability of operations at each regional site through use of computerized information and data management systems
Ensures all operating locations are provisioned at sufficient levels to meet contract availability rates
Monitors site requisitions and solicited quotes from vendors, works with the sites and buyers to accomplish the purchase of supplies, equipment and services used for logistics support that exceed regional manager’s purchase authorization limits
Submits purchase requisition as needed to the corporate purchasing office for supplies and services to ensure that the delivery of products can be made to meet customer needs.
Primary person responsible for compiling monthly invoices to submit to the C-17 TSSC Manager for all C-17 TS material and Other Direct Costs (ODC) reimbursements.
Makes recommendations to the C-17 TS Regional Logistics Managers to add or delete items to/from inventories based on usage and/or updates and is responsible for accountability of all C-17 site inventories.
Ensures that all ILS functions are accomplished, and proper Logistics Support Analysis (LSA) is performed.
Assists the TSSC and Program Managers with all logistics administration and report requirements.
Other duties as assigned
Supervisory ResponsibilitiesManage day-to-day progress of program ILS efforts through constant interaction with teams of department managers, instructors, engineers, technicians, subcontractors, government representatives and training support personnel. Responsible for scheduling personnel, managing labor and material expenditures. Attends meetings, manages delivery schedules and coordinates configuration management activities. Ensure a safe and secure work environment is established and maintained.
Manage program ILS and other support personnel as assigned
Qualifications and Education Requirements

Bachelor’s degree or higher in business management, logistical operations or an equivalent mix of related work experience and formal education in supply chain management.
3 - 5 years logistics experience. Previous military and/or commercial logistics technical experience and/or training.
Previous experience with simulator systems design and development, configuration management, reliability/maintainability concepts, technical writing and is familiar with standard operating procedures related to logistics.
Extensive knowledge of US DoD procurement practices and regulations. Knowledge of Financial Improvement and Audit Readiness (FIAR) and IUID requirements. Working Knowledge of SD-22, Diminishing Manufacturing Sources and Material Shortages: A Guidebook of Best Practices for Implementing a Robust DMSMS Management Program.
Extensive knowledge of US DoD procurement practices and regulations is preferred
Must be proficient in Microsoft Excel, PowerPoint, Project, and Word.
Must be able to effectively deliver oral presentations to management and customers
Must be able to work independently, with minimal supervision
Must be able to work overtime as required.
Must be willing to work any shift or day of the week as required.
Understanding of military protocols and customs is essential

Language SkillsMust have the ability to read, analyze, and interpret the most complex documents. Will be required to respond effectively to sensitive inquiries and complaints. Must be able to generate effective oral and written presentations and proposals on complex subjects.
Mathematical SkillsMust be able to calculate figures and amounts, prices, commissions, and percentages, and to draw and interpret graphs.
Reasoning AbilityMust be able to define problems, collect data, establish facts, and draw valid conclusions. An ability to interpret complex customer requirements and attitudes from verbal, non-verbal, and written communication is desirable.
Security Responsibilities
Must comply with all company security and data protection / usage policies and procedures. Personally responsible for proper marking and handling of all information and materials, in any form. Shall not divulge any information, or afford access, to other employees not having a need-to-know. Shall not divulge information outside company without management approval. All government and proprietary information will be accessed and stored electronically on company provided resources.
Incumbent must be eligible for DoD Personal Security Clearance.

Work Environment
This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
Work in a regular office environment; communicate via personal computer, telephone and fax.
Will be working in areas with risk of electrical shock and from moving mechanical parts driven by hydraulics under high pressure.
Will at times be exposed to the following conditions: extreme heat, airborne particles, and loud noises.

Must be able to walk and/or climb stairs and ladder into a simulator or airplane cockpit.
Must be able to stoop, bend, and crawl on top of or under machinery.
Must be able to detect odors or hear noises, bangs, etc., or other sounds to detect problems or flaws in the functioning of simulators and its surrounding environment.
