C2BMC is an IDIQ structured program comprised of multiple task orders responsible for the design, development, deployment, integration, testing, operations and sustainment of a software based Command/Control and Battle Management system. This system provides US Commanders around the globe essential situational awareness and is the integrating element central to the MDA’s missile defense missions.
The Work
In this role, you'll work closely with warfighters, acquisition staff and contractors to build consensus on the need, purpose and success criteria are for the various mission sets addressed by the C2BMC Enterprise. This includes collaborating across communities to conduct Mission Refinement, documenting expected system usage in Operational Concepts and building Business Cases that drive funding for production and IRAD.
The MDA Command and Control, Battle Management, and Communications (C2BMC) National Team and collaborates with multiple government agencies, contractors, universities, and other organizations to accomplish a diverse and broad reaching mission. A successful candidate must understand and be dedicated to the C2BMC Mission including Missile and Space Defense. The successful candidate will need to utilize good communication skills and good organizational skills to facilitate collaboration across the many organizations necessary to accomplish challenging missions.
Mission Refinement - Work closely with warfighters and acquisition staff to understand the current mission, emerging threats, emerging capabilities, capability gaps and evolution plan. Collaborate with C2BMC National Team, SETAs, FFRDCs and UARCs to understand applicable technologies, innovative approaches and emerging capabilities. Build a common understanding across all stakeholders showing how mission needs are to be met by capabilities being developed. Ultimately refine mission needs into Specific Measurable Attainable, Reasonable and Timebound capability statements that can be used to drive planning and implementation to meet Mission needs.
Operational Concept Description - Work closely with warfighters, acquisition staff and contractors to document how the C2BMC system will be utilized to accomplish the mission. Utilize Operational Concept Description to build consensus for how the system is expected to be used so that development, training and testing are aligned with mission expectations.
Engineering Support to Business Development - Identify key capability gaps in the mission that require unique solutions that don’t currently exist but could drive business growth. Quantify the mission need and potential business growth so that Lockheed leadership can factor that into IRAD portfolio planning.

Basic Qualifications:
•A Top Secret clearance is needed prior to starting
•Strong problem solving, root cause, corrective action, and closure skills
•Experience or familiarity with software development and/or Agile Methodologies
Desired Skills:
•Ability to perform technical planning, system integration, verification and validation, cost and risk, and supportability and effectiveness analyses for total systems.
•Ability to analyze data at all levels of total system product to include concept, design, fabrication, test, installation, operation, maintenance and disposal.
•Ability to ensure the logical and systematic conversion of customer or product requirements into total systems solutions that acknowledge technical, schedule, and cost constraints.
•Ability to perform functional analysis, timeline analysis, detail trade studies, requirements allocation and interface definition studies to translate customer requirements into hardware and software specifications.
•Excellent communication skills in team environment (verbal, written, and presentation)

Schedule for this Position: 4x10 hour day, 3 days off per week
Pay Rate:
The annual base salary range for this position in California and New York (excluding most major metropolitan areas), Colorado, Hawaii, Washington or Washington DC is $118,100 - $226,400. Please note that the salary information is a general guideline only. Lockheed Martin considers factors such as (but not limited to) scope and responsibilities of the position, candidate's work experience, education/ training, key skills as well as market and business considerations when extending an offer.
