C5ISR Systems Engineer:

Bowhead is looking for a Foreign Military Sales (FMS) Engineer for cases involving one or more countries. The Engineer shall provide C5ISR (Command, Control, Computers, Communications, Cyber, Intelligence, Surveillance, and Reconnaissance) weapon system support and assist the FMS Case process for support to the Security Assistance Management Directorate (SAMD). 

Responsibilities

The Systems Engineer shall provide technical and engineering support to assist the Government with the following tasks, including but not be limited to:

Perform systems engineering and analysis of FMS country requirements.Apply technical knowledge of C5ISR systems such as Combat Net Radio (CNR), Sensors (Firefinder Radars), SMART-T (COM), Night Vision, Intelligence, Electronic Warfare (IEW) and satellitesAssess configuration management of assigned equipment. Analyze contract technical deliverables for adequacy and completeness for FMS programs, including system design documents, test plan and report documentation, operator and maintenance technical manuals, training documentation and materials.Vet release of FMS country requested equipment in accordance with Chapter 3 of the Security Assistance Management Manual. Conduct market research, and analyze market research results. Developing, for Government review and approval, Acquisition Requirements Packages (ARP) for definite and Indefinite Delivery Indefinite Quantity (IDIQ) contracts. ARPs include, at a minimum: Statements of Work or Performance Work Statement, System Requirements Documents, Contract Data Requirements Lists (CDRLs), Independent Government Cost Estimates (IGCE), Source Selection Evaluation Plans (SSEPs), Quality Assurance Support Plans (QASP), OPSEC Cover Sheets.Performing FMS case technical evaluations for Government approval and assessing technical requirements in accordance with Chapter 5.1.7.1.2 of the Security Assistance Management Manual. Advise Source Selection Evaluation Boards (SSEBs) in accordance with Chapter 6.3 of the Security Assistance Management Manual.Program briefs to organizations and customers utilizing Microsoft PowerPoint and Excel.Assist the Government in preparing the following types of documents, which are not all-inclusive:Justification and Approval (J&A) and Memo in Lieu of J&ACountry directed sole source awards Undefinitized Contract ActionsUrgency StatementsEngineering Change ProposalsContract modificationsConverse with a wide-range of technical skill-sets in supporting Security Assistance requirements for Country, Office of Security, DSCA/USASAC and vendors/industry partners.Conduct and participate in witnessing test and acceptance eventsOther duties as assigned. Qualifications Bachelor's degree, preferably in an Engineering or related field.5 - 10+ years of relevant experience.Familiarity with multiple C5ISR technologies, such as Radios, Communication equipment, Night Vision Devices (NVDs), IT equipment, Generators, Sensors, and Satellites.FMS experience preferredExperience writing technical documentations including SOW/PWS, IGCE, Acquisition Plan, J&A, Technical Evaluations, MTCR Memos.Military experience Signal Corps Ability to prepare and brief senior management. Effective communication with a wide range of groups including internal and external customers and high ranking government officialsHighly organized with the ability to see both the details and the big picture.The ability to ask the right questions to clarify and specify customer requirements needed to develop SOW/PWS documentation. Aptitude to work independently under general guidelines or objectives that supports a team goal.Must be willing to travel, including OCONUS

SECURITY CLEARANCE REQUIREMENTS: Must currently hold a security clearance at the Secret level.  US Citizenship is a requirement for Secret clearance at this location.
