· Tetra Tech is a key delivery partner for the KfW Development Bank (KfW)’s work in Fragile Contexts. We are looking to expand the pool of consultants we work with to design and implement programmes on behalf of our client.

The ProgrammeTetra Tech International Development is one of the selected providers for KfW Framework Agreement: Consulting Services in Fragile Contexts. Via individual assignments defined and contracted through individual contracts, we provide expertise which can be mobilised at short notice in fragile settings and countries of origin and transit of refugees. In particular, the Framework Agreement focuses on Afghanistan, Iraq, Jordan, Lebanon, Libya, Pakistan, Palestine, Syria, Yemen, Benin, Burkina Faso, Burundi, Cameroon, CEMAC, Central African Republic, Chad, DR Congo, COMIFAC, Côte d’Ivoire, ECOWAS (as institution), Ethiopia, Gambia, Guinea, Guinea-Bissau, IGAD, Kenya, Liberia, Madagascar, Mali, Niger, Nigeria, Rwanda, Sierra Leone, Somalia, South Sudan, Sudan, Tanzania, Togo, Uganda, Ukraine and Moldova.
KfW has identified five modules that the framework consultants will be asked to deliver during early stages of project preparation:
· Pre-feasibility study (Pre-FS)
· Services related to Environmental and Social Safeguards and Environmental and Social Due Diligence (ESDD)
· Analysis of the Project Executing Agency (PEA)
· Peace and Conflict Analysis (PCA)
· Analysis of Target Groups (ATG) and Project-Affected People (PAP)
These modules will allow KfW to obtain rapid information about potential interventions in various sectors (infrastructure, social sectors, and crisis intervention).

The PersonEssential:
· At least 5 years of experience in technical areas and/or modules as above
· Knowledge of English and/or French
Geographic experienceDesirable
· At least Master’s Degree level
· Experience working with the German Financial Cooperation and familiarity with BMZ's strategic goals
