System Planning – Generation Procurement

JOB SUMMARY

As the electric utility landscape continues to rapidly evolve presenting multiple opportunities for the Company as it plans for its current and future generation fleet, Generation Capacity Procurement is at the forefront of these efforts. The Generation Capacity Procurement team plays a pivotal role, working cross-functionally across the Company to develop and administer capacity Request for Proposals (RFPs) to procure resources to meet the growing capacity needs and fleet transition for Southern Company’s retail operating companies (Alabama Power Company, Georgia Power Company, and Mississippi Power Company), which includes evaluation, due diligence, and selection of proposals. 

This position will be filled as an Engineer / Engineering Analyst based on the successful candidate’s education. The role will primarily support Georgia Power Company’s capacity RFP activities through all phases of the RFP process, including the initial RFP design, issuance, evaluation and due diligence, certification of selected resources, and implementation of awarded contracts through commercial operation or delivery commencement. This position will also support the structuring and development of the RFP Guidelines and associated commercial contracts which include Power Purchase Agreements (PPAs), Asset Purchase Agreements (APAs) for existing operating assets, and Build Transfer Agreements (BTAs) for new build assets. 

Job Duties & Responsibilities:

Support the lifecycle development and administration of capacity RFPs. Interface with internal partner organizations (Resource Planning, Generation Planning & Development, Technical Shared Services, Accounting, Finance, and Treasury, Transmission Planning, etc.) to design, implement, and administer capacity RFPs. This includes supporting the development of RFP documents and pro forma contract development, assisting with bid evaluation efforts to ensure accurate and timely evaluation, and the selection of winning proposals.  Interface directly with the RFP Independent Evaluator (IE) to ensure the IE Website conforms to the RFP requirements and to address bidder questions and comments.  Support continuous process improvements, Best Practices, Lessons Learned and other procurement processes as they evolve. Lead efforts to track major milestones for capacity RFPs and associated projects.  Provide regulatory support such as witness preparation, testimony, and data request response development, as needed for the certification process of selected proposals.  Foster and maintain strong working relationships and communicate effectively with internal and external parties.

JOB QUALIFICATIONS

Education:

Bachelor’s degree in engineering, business, finance or other technical/business area of study preferred Additional consideration given for master’s degree and/or relevant industry certifications (PE, CEM, PMP, etc.)

Experience:

Prior experience in generation, renewables, analytics, project management, system planning and/or operations preferred. Transmission planning, regulatory, asset management, PPA contract development and/or RFP processes is a plus. Experience negotiating, developing, and / or managing procurement contracts (PPAs, APAs, BTAs, EPCs, LTSA) is preferred.  Project management, contract development and/or asset management  Strong communication and presentation skills including the ability to effectively interface with a wide range of stakeholders

Work Location, Schedule, and Travel

This position will be based out of the GPC HQ in Atlanta, GA. Relocation assistance may be available if the successful candidate does not currently live within a reasonable commuting distance. 

The Capacity Procurement Team currently has a hybrid work schedule and works in the office (241 Ralph McGill) weekly on Monday, Tuesday, and Thursday. Certain weeks may require more than three days in the office. 

This position will require approximately 25% travel (daytrips or overnight as necessary), primarily within the regulated Southern Company electric
