The Capture Manager for the Intelligence Community (IC) will manage the capture process for strategic opportunities within the IC, driving opportunities from identification through proposal submission to win highly competitive contracts. The Capture Manager will bring 10+ years of experience in the government contracting market, with expertise in the IC and a deep understanding of capture lifecycle stages. They will lead cross-functional teams in pursuit of targeted opportunities, execute strategic capture initiatives, develop compelling win strategies, and secure critical resources to maximize competitive positioning.
Develop Capture Strategy
Develop and lead comprehensive capture strategies for targeted opportunities within the IC, aligned with company goals, customer needs, and growth strategy
Apply knowledge of IC mission areas and requirements to craft winning value propositions tailored to client priorities
Analyze and adapt strategies to emerging trends, risk factors, and shifting requirements within the IC landscape to maintain competitive advantage
Client Engagement & Relationship ManagementEstablish, maintain, and expand relationships with key IC stakeholders, leveraging them to gain customer insight and inform capture strategy
Engage with customers to identify emerging needs and requirements, positioning the company to shape opportunities that align with customer priorities
Collaborate with company leadership to maintain a consistent presence within the IC, representing the company as a trusted partner and solution provider
Teaming & PartneringIdentify and evaluate teaming partners that complement company capabilities, enhancing competitive positioning for target opportunities
Negotiate teaming arrangements, ensuring agreements align with the overall capture strategy
Manage teaming partners' contributions throughout the capture process to ensure seamless integration and alignment with the proposal
Competitive IntelligenceConduct thorough competitive analysis to understand strengths, weaknesses, and differentiators relative to targeted opportunities
Monitor the competitive landscape within the IC to anticipate and counter competitive moves, leveraging insights to refine positioning
Integrate actionable intelligence into capture plans to sharpen strategies and maximize Pwin
Pipeline & Opportunity ManagementLead opportunity-specific gate reviews and milestone decisions, maintaining accurate reporting on capture status and risk factors
Ensure capture plans are actively tracked and adjusted as opportunities progress, working with cross-functional teams to drive action and accountability
Oversee opportunity qualification activities, using systematic assessments to determine viability and prioritize opportunities
Coach and educate colleagues about the capture process to build company expertise
Proposal Development & SubmissionOversee the transition from capture to proposal development, ensuring that capture strategies are effectively translated into winning proposals
Provide critical input on proposal structure, pricing, and technical solutions, ensuring all elements align with client needs and competitive positioning
Contribute to proposal narratives in select areas
As needed, manage proposal volumes
Engage in proposal review processes, offering constructive guidance to optimize clarity, coherence, and persuasiveness
QualificationsRequired Qualifications:
10 years of experience in the government contracting market, with at least 5 years focused on capture management within the ICExtensive experience managing the entire capture lifecycle for competitive government procurements, including leading color team review Bachelor’s degree in Business, Marketing, or related field Proven track record of maximizing Pwin through strategic client engagement, competitive intelligence, and teaming strategies Strong understanding of the IC’s mission, procurement processes, and contracting vehicles Exceptional interpersonal and communication skills, with the ability to influence and drive action within cross-functional teams Proficient in capture management tools and CRM software (e.g., Salesforce)Desired Qualifications
Successful capture experience with opportunities with TCV $50M or greater
Experience on delivery teams at Intel/DoD customers
Program Management experience leading a contract
MBA or Master’s in a relevant field
Technical depth in analysis, data science, rapid prototyping, or enterprise IT
15 years experience
Active TS/SCI security clearance
