General Functions:

Under the direction of the Career Development Senior Manager, the Career Development Supervisor is responsible for hiring, training, coaching, and supervising positions that provide a range of workforce development services. This position also helps the Senior Manager in aspects of program development, policy, procedures and grant implementation, and evaluation of data.  In addition, the Career Development Supervisor assists the Career Development Senior Manager with capturing statistical data services to ensure outcomes are recorded with accuracy and in a timely manner. 

 

Duties and Responsibilities, including but not limited to:

Lead workforce development efforts that identify potential for our participants and work as part of a cohesive team to ensure effective communication and accountability.Promote Alaska Native/American Indian hiring preference in a constructive manner that maintains respect for CITC’s diverse populations.Represent CITC at internal/external meetings and outreach events related to promoting workforce/professional development of our people. Be proficient in all program databases and serve as the main point of contact for database questions.Assist the Manager/Senior Manager with preparing data dashboard metrics for board and grant reporting purposes to be submitted in a timely manner. Assist the Manager/Senior Manager and Director with ensuring grants are managed and reported on and outcomes are met.Assist the Manager/Senior Manager with updating and creating/implementing program policies and procedures to be reviewed by the Career Development Director.Promote an environment where all staff work in partnership to provide the best environment possible for both staff and participants.Supervise direct reports by developing appropriate goals, and training plans using the WDC training plan, providing performance feedback/coaching, and annual evaluations.Monitor and assist staff with capturing and documenting employment services performed in accordance with department and organizational policies and procedures.Monitor staff monthly contact with participants, and ensure caseloads meet compliance and timeframe requirements to provide timely, appropriate services. Coordinate, assign, and track relevant staff training opportunities. Monitor distribution of supportive services and ensure spending aligns with current policies and procedures. Conduct regular file reviews, provide feedback to staff, and escalate policy concerns to the Career Development Director.Leverage employment resources, internal and external, to share work and training opportunities for participants.Partner with local colleges, schools, and vocational centers to provide training partnerships and opportunities for participants. Partner with local businesses regarding employment opportunities within their organization.Collaborate with co-workers, partner agencies, and participants as part of a team-based approach.Create standards of excellence among staff through continual encouragement for staff development, certification, continuing education, and other related hands-on training.Support the team with caseload maintenance when necessary. Hold bi-weekly supervision meetings with direct reports to assess goals and training progress; provide performance coaching.Participate in monthly department team meetings.Maintain confidentiality according to regulations, policies, and procedures.Perform all related duties as assigned.

Minimum Qualifications:

Associate’s degree in Human services, Human Resource Management, Social Work, Vocational Education, or a closely related field of study. Relevant work experience may substitute for the education requirement on a year-for-year basis. Two (2) years of supervisory experience. Two (2) years of job coaching/employment counseling experience. Continued employment is contingent upon a report from a state and federal background check.Valid Alaska driver’s license and insurable under CITC’s automotive insurance, which requires a driver to be at least 21 years of age and have had a driver’s license for at least three years.

 

Preferred Qualifications:

Bachelor’s degree in Human Services, Human Resource Management, Social Work, Vocational Education, or a closely related field of study.Two (2) years’ experience in social work and workforce development.

May require prolonged periods of sitting at a desk and consistently working on a computer with repetitive motion.The need to occasionally move around the office to access filing cabinets, storage cabinets, and office equipment may be necessary.Must be able to lift up to 25 pounds occasionally by utilizing proper lifting techniques and working in a safe manner.
