SUMMARY:
The Project Controls Specialist at Tomlinson Group of Companies plays a critical role in developing, implementing, and maintaining project controls systems to support project management activities. This position requires a strong background in project controls, cost management, and change management procedures. The Project Controls Specialist will collaborate with project teams, analyze project data, provide recommendations for improvement, and ensure compliance with project controls standards. Additionally, this role involves supervising and mentoring junior project controls team members to enhance team performance and productivity.

PRIMARY RESPONSIBILITIES:
Develop, implement, and maintain project controls systems to support project management activities. Supervise and mentor junior project controls team members to enhance team performance and productivity. Collaborate with project teams to establish project WBS, cost codes, and baseline budgets. Monitor project performance and ensure proper implementation of project controls processes. Analyze project data and provide recommendations to improve project performance and productivity. Train project team members on change management procedures and project controls best practices. Prepare and present project controls summary reports and analyses to management. Coordinate with estimating and site teams to ensure accurate tracking and reporting of project costs and schedules. Implement and maintain project structure (WBS) and cost structure (CBS) to effectively manage project resources. Assist project managers in preparing project monthly reports, forecasting, and budget tracking. Continuously improve cost control, forecasting, change management, and reporting processes to enhance project performance. Collaborate with multidisciplinary project teams to support contractual requirements of large projects. Utilize Primavera P6 to develop and maintain resource loaded project schedules. Analyze project progress trends, cost impacts, and deviations from the project plan. Support project financial health by tracking commitments, actual costs, and budget allocations. Participate in project cost review meetings and assist in preparing project reporting packages. Ensure compliance with project controls procedures, standards, and specifications. Maintain accurate project data and reports for tracking planned value, actual cost, and earned value.EDUCATION & EXPERIENCE:
Bachelor’s degree in Engineering, Construction Management, or related field. 5+ years of experience in project controls or related construction role. Experience in a supervisory role and working with direct reports. Experience with scheduling software (P6) and ERP systems (SAP). Knowledge of project management principles and earned value. Expert level proficiency in Microsoft Excel. Strong organizational and communication skills. Ability to work effectively with all levels of management and employees. Experience in analyzing project data, identifying trends, and providing recommendations for improvement. Valid driver's license and ability to travel to projects. AACE CCP or PSP certification considered an asset. PMI PMP certification considered an asset. Lean Six Sigma Green Belt certification considered an asset. Experience on large infrastructure projects. Knowledge of cost engineering best practices. Strong collaboration and team dynamic skills. Ability to work independently and seek personal development opportunities.
