The primary purpose of this position is to provide full performance level work in constructing, installing, repairing, and modifying wood and wood substitute structures and items requiring close tolerance fit and structural soundness. Responsibilities Independently applies skilled methods, techniques, and advanced shop mathematics to construct, install, repair, and modify a wide variety of structures Plans, oversees, inspects, malnt2ins, or performs tbe removal of asbestos and asbestos containing matt: rials (ACM} from a variety of areas and items snch as boiler rooms, basements, attics, office spaces, industrial areas, and equipment away from structures. Utilizes safety practices and procedures following established regulations and safety rules for working with insulating materials, including asbestos Operates one or more types of vehicles and power lifting devices, pulling a trailer, which typically have a gross vehicle weight of 10,000 pounds or less, on standard routes under limited traffic conditions at low speeds Maintains records and documents actions Requirements Conditions of Employment Qualifications In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-4607 Carpenter position. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the ability to perform the work of a CARPENTER without more than normal supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of carpentry methods and techniques; precision carpentry equipment; and advanced ship mathematics to plan, compute, and lay out more complex and exact projects to prevent splitting, chipping, and splintering of materials and to produce products for which finished appearance is essential Knowledge of safety regulations, practices, and procedures and ability to work with dexterity. Knowledge of regulations, procedures, and policies relate to records maintenance and documentation. Skill in using, setting-up, operating, and maintaining a variety of woodworking power and hand tools/equipment; and in constructing, installing, repairing, and modifying wood structures. Skill in interpreting complex instructions, sketches, blueprints, and building codes Ability to produce finished products with precise fits, accurate dimensions, and acceptable appearance. Ability to operate vehicles safely Knowledge of appearance, purpose, and/or use of a variety of appearance, purpose, and/or use of a variety of insulating materials, vapor sealing compounds, waterproof covers, and fireproof papers to include knowledge and skill in asbestos removal Skill in using and maintaining insulation tools and equipment such as electric knife cutters, sewing and stapling machines, saws, shears, knives, rasps, and palms and carpentry tools such as hammers, drills, routers, power sanders, and planes. PHYSICAL EFFORT: Uses hand and power tools and equipment that may require standing and holding tools in uncomfortable positions for extended periods. Strenuous physical exertion is sometimes required when handling heavy and bulky materials; such as plywood sheets and other construction materials. Work requires bending, kneeling, stooping, crawling. and climbing on ladders, scaffolds, and rooftops. May lift and move materials up to 50 pounds unassisted and occasionally lift or move heavier items with the assistance of lifting devices or other workers. Work sometimes requires continuous movement of hands and arms when fining and installing insulation. WORKING CONDITIONS: Work is performed inside or outside under various conditions of weather, temperature, and humidity. While working in shops, exposed to moderate or high noise levels from operating machinery, sawdust in the air, glue frames and hazards associated with woodworking and related power equipment. Frequently works from ladders, staging, or elevated platforms. Subject to possible cuts, abrasions, and burns and may occasionally be exposed to the possibility of bruises, broken bones, and contusions. Required to follow occupational and safety procedures to eliminate or minimize hazard conditions md may be required to wear respiratory devices or protective clothing and equipment which may be restrictive and uncomfortable. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
