Summary This vacancy is only open to current Bureau of Energy Management employees. The Bureau of Ocean Energy Management (BOEM) manages the exploration and development of the nation's offshore resources. It seeks to appropriately balance economic development, energy independence, and environmental protection through oil and gas leases, renewable energy development and environmental reviews and studies. For information about our bureau go to: http://www.boem.gov/ Responsibilities This position is located within the Department of the Interior, Bureau of Ocean Energy Management (BOEM), Office of Strategic Resources Programs (OSRP), Geospatial Service Division (GSD), in Sterling, Virginia. At the full performance level (GS-14) the major duties of this position include, but are not limited to the following: Provides Project Management and Technical Leadership for Cadastral production projects, creates project plans, reports, quality control, guidance, and coordinates with the GSD Manager to establish yearly GSD budget requests. Coordinates with BOEM/BSEE/ONRR offices by providing training, troubleshooting of Technical Information System (TIMS) Block and Boundary data, Boundary Delineation System (BDS) data, and Subject Matter Expert (SME) guidance for the Offshore Marine Cadastre (OMC) related topics such as Datums, the Submerged Land Act (SLA) Baseline and other Maritime Boundaries. Serves as a BOEM representative on the U.S. Baseline Committee. Serves as the Data Steward for the OMC Data Collection. The OMC Data Collection is a National Geospatial Data Assets (NGDA) and is a part of Federal Geographic Data Community (FGDC) Portfolio community within the Cadastre Theme. Coordinates with the BOEM Geospatial Information Officer (GIO) and GSD Manager by contributing to FGDC strategic plans and progress reports. Serves as the Contract Officer Representative (COR) for the BDS ArcGIS tools and GEOCAP Maritime Limits maintenance contracts. Prepares contract related documents, monitors contract performance, and is responsible for receiving/accepting goods/services and approving vendor invoices. Coordinates with the Contracting Officer (CO) and GSD Manager. BOEM has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Salary Information: GS-14: ($124,531 - $161,889) per annum. The listed salary information is for Rest of the United States of America. When selected, your salary will be set for the location in which you reside. First time hires to the Federal government normally start at the lower salary range of the grade level. Qualifications Minimum Qualification Requirements: To qualify for this position you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series to which you are applying. (1) Basic Educational Requirements: In addition to the specialized experience requirements for this position, applicants must meet the Education Requirements described below: A. Degree: cartography; or a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites). OR B. Combination of education and experience: courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown in A above, plus appropriate experience or additional education. (2) Specialized Experience Requirement: To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. Serves as an expert on baselines; domestic Submerged Lands Act (SLA) and OCS Lands Act and Law of the Sea (LOS) boundaries; marine cadastral mapping; nautical charting; and hydrographic surveying. 2. Reviews and analyzes cartographic data obtained from BOEM, the National Oceanic and Atmospheric Administration (NOAA), other Federal, State, and Territorial agencies, and private industry for technical soundness and ensures conformance to established standards of accuracy, content, and portrayal. 3. Serves as the Subject Matter Expert (SME) on the Block and Boundary (B&B) module of the Technical Information Management System (TIMS) and the Geospatial Shared Enterprise Architecture and Services (GeoSEAS) Offshore Marine Cadastre (OMC) Database. Must meet all.
