This contract position is eligible for many of the City's benefits, which include: Vacation (10 hours per month) Sick Leave (8 hours per month) Holiday pay Health, dental, and vision coverage Employee life insurance coverage of annual base salary Option to contribute to the 457 Deferred Compensation Plan for retirement (More information can be provided, upon request.) ESSENTIAL FUNCTIONS (Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills, and other characteristics. The list of tasks is ILLUSTRATIVE ONLY, and is not a comprehensive listing of all functions and tasks performed by positions in this class.) Performs a variety of professional duties and responsibilities to administer and implement the city’s Community Development Block Grant (CDBG) program, projects, and activities. Ensures program activities comply with all applicable federal and state regulations as well as city policies and procedures. Assists with creation of the Consolidated Plan, Annual Action Plan, CAPER, and other related documents and the amendments to these plans and reports. Helps identify community needs related to community development and affordable housing for low- and moderate-income residents. Evaluates current programs to determine whether the city is meeting the priority needs listed in the Consolidated Plan. Communicates information on grant programs, plans, and opportunities to local nonprofit organizations, faith-based organizations, city departments and Thornton residents. Encourages qualified organizations and city departments to apply for CDBG funding. Coordinates the application process for CDBG funds. Completes and documents an assessment on each application to determine the eligibility, risk, and ranking of the submitted projects. Gathers information, hires consultants, and/or completes the Environmental Review Records (ERR) for all CDBG projects. Drafts consultation letters with internal departments and agencies to obtain current data for the review. Posts the necessary public notifications. Drafts the required HUD forms related to the ERR; obtains the necessary signatures and maintain files of all ERR and related supporting documentation. Prepares all agreements and memorandums of understanding between CDBG subrecipients and the city and interdepartmental subrecipients for execution. Provides technical assistance to organizations on CDBG process starting from the application submittal through the project close out. Provides each grant recipient and contractor with technical assistance and required information on labor-related acts for construction projects, including the requests for bids and contracts. Presents the technical information at pre-bid and pre-construction meetings. Continues working with the subrecipient and contractor to ensure labor law compliance. Monitors all CDBG funded activities and ensures compliance with contracts, budgetary requirements, environmental reviews, and other federal, state, and local regulations. Ensures grant recipients submit the required reports. Reviews these reports and enters the information into the IDIS system and other necessary tracking software. Conducts site visits, inspections of projects, and regular monitoring reviews on all the city’s CDBG funding recipients. Identifies and documents regulatory non-compliance issues and guides grant recipients to a successful resolution. Reviews invoices and project change requests. Submits expenditure of funds for Supervisor authorization. Submits the authorized requests to the Finance and Contracts departments. Tracks grant recipient’s budgets, contracts, accomplishments, and activity scope changes. Provides monthly updates on each project to the supervisor including the collective CDBG financial status, agreements expirations, SAM, IDIS status, environmental compliance status, and drawdown requests. Enters, modifies, and retrieves data and information from HUD’s Integrated Disbursement and Information System (IDIS). Keeps all IDIS activity files current and resolves any flags from HUD. Annually maintains the city’s Letters of Certifications for CDBG and HOME signatories. This includes Environmental Officers and general CDBG Certifications. If a staff person no longer works in that capacity, immediately updates the Certifications. Compiles and/or completes HUD required low-income, minority and women owned business participation, and the State Historical Preservation Office (SHPO) reports. Renews and updates the city’s SHPO agreement as needed. Develops project schedules, ensures processes stay on schedule, and updates CDBG team on progress. Regularly maintains CDBG related policies, procedures and grant recipient instruction materials. Maintain records and files of all CDBG projects including: grant agreements, Environmental Review Records, Davis-Bacon certified payrolls and interviews, reporting documents, financial records, supporting documents, statistical records, and all other administrative records pertinent to the CDBG grant program. Notifies the public (Section 3 certified businesses) of local employment and economic opportunities. Provide actions to comply with Section 3 requirements such as job fairs and notifications of employment opportunities. Prepares documents, reporting templates, reports, public notices, and authorization forms. Responsible for current, accurate and complete files and databases. Assists the supervisor with projects including urgent requests from the division manager, department director, city council, and the city manager's office, as needed. Keeps current on all applicable federal and state regulations policies, procedures, and other funding opportunities. Responds to all inquiries by researching answers and provides technical assistance to grant-related questions based on federal, state, and local regulations. Participates in CDBG, City and division outreach efforts including presentations, crewing informational booths, preparing written and visual outreach materials, preparing the annual CDBG report, and other promotional tasks. Promotes and educates residents and organizations on the city’s CDBG program, fair housing month, and other related events. Manages competing priorities to meet grant deadlines. Attends user groups, conferences, and training events to increase the effectiveness of administering the grant program. Establishes and maintains effective working relationships with team members and staff from all city departments, other governments, and grant recipient organizations. May be required to work overtime. Performs other duties as assigned. QUALIFICATIONS Education/Experience: Bachelor's degree in planning, public administration, finance, social work, nonprofit management, or related field from an accredited college or university; three (3) years of experience working with government grants. Equivalent combinations of education and experience may be considered. A masters degree in planning, public administration, finance, social work, nonprofit management, or related field is preferred. Five (5) years of experience working with government grants is preferred. Bilingual English/Spanish speakers preferred. Licensing/Certification Requirements: Will need the ability to travel to various locations in a timely manner as the job requires. Knowledge, Skills, and Abilities: Knowledge of the city's policies, procedures, and goals including the city's management office, and all city departments and divisions. Knowledge of structure, purpose, and administration of federal government grant programs. Knowledge of applicable CDBG federal, state, and local regulations and reporting requirements, plus similar government grants. Knowledge of the city’s current plans, studies, and reports related to housing and community development. Highly skilled in organization and attention to detail. Skill with Microsoft computer programs, as well as spreadsheet and accounting programs. Skill in effective communication techniques, both oral and written. Skill in handling sensitive and stressful situations with tact and diplomacy. Skill in understanding and responding to customer needs. Skill in addressing multiple demands and meeting deadlines. Ability to work with economically and culturally diverse people and groups. Ability to exercise initiative and sound judgment. Ability to listen well and communicate effectively orally and in writing with various audiences. Ability to conduct research, analyze statistic data, prepare documents, and compile technical reports. Ability to monitor and track projects and budgets. Ability to enforce regulations and document regulatory non-compliance issues. Ability to organize information in a clear and logical format. Ability to research and analyze issues and to develop strategies and recommendations to address them. Ability to establish and maintain effective working relationships with city employees, representatives from community agencies and organizations, and members of the community. Physical and Mental Requirements: While performing the essential duties of this job, the employee is required to reach, lift, finger, grasp, feel, talk, hear, and make repetitive motions. This position is mostly; sedentary work, exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects. The employee is required to have close visual acuity.
