Overview Shall use, maintain, and update a Sustainment Management System (SMS), currently BUILDER, capable of batch filing and producing reports that meet the requirements of this PWS. BUILDER is a web-based software application to help civil engineers, technicians, and managers decide when, where, and how to best maintain building infrastructure. The candidate shall manage and administer functions of the BUILDER SMS database to ensure optimum access and usage of the database, and to ensure the accuracy, integrity, and currency of the data. The candidate shall input and provide quality assurance of all necessary database entries in conjunction with other squadron flights. Responsibilities Shall provide and maintain asset visibility of all facilities at the facility level and at the three subordinate levels (below facility level) through the detailed inventory of the facility systems, components, and component-sections that comprise each facility. Shall maintain, update, and create detailed inventory data on all Type B, S, and LS facilities. Shall oversee the facility inventory of BUILDER and makes updates to reflect accurate information.Complete effective and efficient preventive maintenance to include, coil cleaning, filter changes, V-Belt replacement, bearing lubrication, regular adjustments, and operational inspections IAW manufacturer’s specifications and applicable codes and regulations outlined in this PWS Shall include all installation real property installed equipment (RPIE) in the BUILDER database. Responsible for following and implementing work prioritization requirements within provided timelines using automated management systems for all work orders. Shall maintain the SMS BUILDER facility inventory 100% in synchronization with the Air Force Accountable Property System of Record (APSR), NexGen IT. Shall provide condition assessment capability for all 14 facility systems and shall ensure the capability to assess the seven (7) critical systems is available during all normal duty hours. Shall identify and correct data quality problems on a recurring basis. Shall run both a QA-15A (Facility Quality Report) and QA-15B (Section Quality Report) to identify potential data quality problems in the BUILDER data. Shall develop both short term (1-2 years) and long term (3 years or more) future requirements using the BUILDER requirement forecasting capabilities of work planning and scenarios. Shall maintain data entry quality and accuracy standards based on AF policy, the SMS Playbook, and related technical guidance. Shall train personnel on data entry standards (e.g., asset type, type of component, prioritization, asset coding, maintenance performed, failure descriptions, direct inspections, asset images, component subtype selection, and similar data). Maintain an active roster of trained data stewards representing each contract shop. Responsible for following a comprehensive safety program in compliance with Vectrus, OSHA and United States Air Force (USAF) requirements. Responsible for maintaining a safe, clean, sanitary, healthy, presentable, professional atmosphere, free of dust, clutter and trash in all working facilities and areas. Responsible for following a comprehensive, flexible, and properly documented training program. Responsible for proper utilization and safeguarding of all government and contractor provided property (e.g., to include government facilities, equipment and tools). Responsible for precise execution of company time reporting procedures and accurate completion of timesheet. Perform other duties as assigned in accordance with contractual, functional, and mission requirements. Qualifications Provide U.S. military school training as documented on DD214. High school diploma or equivalent. Provide certficates from the Air Force BUILDER training courses through the Air Force Institute of Technology (AFIT) online course catalog, currently comprised of WMGT 131, Read Only Access, WMGT 231, Assessor, and WMGT 331, Data Manager training courses, preferred Must have a current, valid U. S. Passport and Driver’s License (able to drive manual transmission). Must have and maintain a valid U. S. SECRET Security Clearance prior to deployment. Must obtain an Air Force flight line driver’s license upon deployment. Must pass a flight line access test and obtain flight line access badge upon deployment. Must pass employment and deployment qualification requirements that include psychological, medical, dental, drug testing and background checks. Candidates must successfully complete hands-on CBRN (chemical, biological, radiological and nuclear) defense training. Training includes the successful fit testing of DOD provided protective gear.
