Job Summary: Plans, organizes, administers, and controls the programs and activities necessary to effectively operate and meet the objectives of a Job Corps training center. These objectives are to prepare young, disadvantaged youth for useful employment by providing comprehensive residential training, educational and Career Technical Training, and positive paths through personal example, understanding, and patience by a combined effort of all staff. Leads the center, staff and student body in alignment with CSD’s 4 Pillars and Leadership model and ensures a growth-oriented culture exists for all.
The Center Director is responsible for administering a contract negotiated with the Department of Labor.
Duties/Responsibilities:
Provides direction, management, and supervision of the Job Corps campus and all related activities.Must model the Company Core Values and the operating principles at all times. Must create and sustain positive working relationships with co-workers.Responsible for ensure the health and safety of staff and students as the company’s top priority.Overall responsibility of all Center operations, including academic, career technical training, health, residential, counseling, property, behavior management, administration, human resources, career transition, and placement of students.Coordinates and provides direction with SIATech, National Training Contractor regional staff, provides directions to NTC staff in compliance with MOU. Works with other education and training partners.Responsible for implementing the Zero Tolerance Policy and ensuring complete compliance with Significant Incident Reporting protocols and timelines.Responsible for the overall administration of an efficient and effective student training program.Responsible for center meeting established goals and objectives within the Performance Management System, maintaining 100% OBS and achieving OMS, POMS, OAOMS, CTTRC, outcomes. Serves on the Center’s OMS committee.Responsible for ensuring the center remains within established budgets.Must be highly responsive and maintain open, honest clear communication with staff, students, company officials, officials, and the USDOL, and all state and federal partners. Be aware and be familiar with the National Job Corps Office priorities, Regional priorities, Company initiatives ensuring the incorporation into the center goals.Ensures that the Center maintains the highest level of Data Integrity in all reporting of center statistics and metrics, ensure full implementation of Quality Assurance Plan & Procedure. This employee has a primary responsibility to ensure the Center operates with the highest degree of data integrity always protecting the Center’s and company’s reputation in this area. Analyzes the effectiveness and efficiency of programs and affects changes as needed.Responsible for implementing a positive normative culture on center (i.e. Norms, GGI, team meetings, etc.). Builds a continuing relationship with community leaders and social, religious, civic and service organizations.Serves on state and local workforce investment boards and/or youth councils.Fosters an atmosphere that will encourage high employee morale, results in the highest standards of performance, and staff retention.Provides a physically safe environment to protect both staff and students from illness and injury.Conducts weekly senior management meetings, monthly all staff, SGA, and student meetings at least monthly, to communicate national, regional and corporate priorities. Plans, prepares and responsible for operating within approved budgets.Provides necessary reports for the Department of Labor and corporate headquarters.Keeps the Vice President informed on all matters sufficient to warrant attention.Ensures that departmental reviews and center self-assessments are conducted on a regular basis.Responsible for ensuring that equal employment opportunities and affirmative action goals and objectives are met. This position works to provide a harmonious work environment amongst staff, and teamwork between departments. Responsible for the safe operation of the center and also the safety of the students. Accountable for outcomes on student satisfaction surveys. Responsible to be proactive in safety to prevent staff injuries. Supervises assigned staff, reviews and approves requests for time off.Conducts interviews of perspective new employees and makes recommendations for, or against hire, based of State and Federal laws, and company policy.Conducts formal performance evaluations for staff under supervision in timely manner and provides regular and ongoing performance feedback.Responsible for the performance management of all employees under supervision including issuing Behavior Modification Agreements in conjunction with Human Resources and following the chain of command in accordance with CSD’s code of staff conduct.Approves all Human Resources transactions, (i.e. pay increases, new hires, promotions, staff behavior modification, separation, etc.).Ensures that the organization’s Core Values are practiced and modeled by staff and students.Ensures centers norms are established, violations confronted and Student Leadership is effectively developed. Attends and provides training as requested and requires.Performs other duties as assigned.Qualifications:
Minimum: Bachelor’s Degree. Five years’ experience in program management and direction in Job Corps or similar training program. Must have experience working with youth. Demonstrated knowledge of cost containment strategies. Model company Core Values. Willing to travel, when necessary.
Preferred: Master’s degree or equivalent combination of education and experience. Experience working with the program’s targeted population is highly desirable.
General Information: In order to perform the essential job functions of this position, candidate must be able to establish rapport and relate effectively with students and to direct and inspire staff. Physical and mental toughness to withstand long hours required. Greater degree of talent and ability in these areas. Be cognizant of socioeconomic problems and have ability/desire to work on these. Ability to withstand pressure and frustration.
Knowledge: Knowledge of educational programs, including both academic and vocational training, contract administration, fiscal analysis.
