Central Utility Plant Manager

General Summary

Provides management expertise and oversight in the operation, maintenance, and repair of the central utility plant (CUP). Manage CUP and supporting department’s workload activities and employees, provide guidance to the O&M team in the preventative maintenance, operations, engineering systems improvements, equipment replacement, utilities usage, and long term efficiency.

Essential Duties and Responsibilities

Effectively manages maintenance operations necessary to execute all scheduled maintenance and unscheduled maintenance events described in the project work scope with established regulatory requirements.  Responsible for assigning work orders and duties, and reviewing all corrective and preventative maintenance for proper documentation.  Investigate equipment failures and issues to diagnose faulty operation, and to make recommendations to project manager, O&M team and FM staff.  Manages and supervises work orders to ensure timely, accurate, and effective completion.  Solicits bids for Service Contracts for Maintenance work and oversees timely completion.  Serves as the preventative and corrective maintenance expert for the team to come to for guidance and direction.  Ensures conformance to contract requirements and reviews performance indicators to improve efficiency.  Analyzes monthly actions to include labor, expenditures, overtime and collaborates with the management team on areas of improvement. Assist management team with communication between staff and the customer.  Ensures building files, drawings and maintenance records are kept up-to-date  Performs frequent Quality Control (QC) inspections, initiates, oversees, and documents corrective and preventative actions in support of the QC program.  Plans, manages, directs, and motivates assigned personnel and long-range activities, and ensures all programs and procedures are being properly implemented.  Responsible for on-the-job and ongoing training for all maintenance employees.  Responsible for parts and materials needed for on time maintenance ,coordinates requisitions with the Purchasing Department.  Prepare monthly reports as assigned; review assigned service orders monthly to determine percent complete in order to invoice the government.  Perform over the shoulder inspections and help maintain a safe work environment.  Manage other departments as required.  Other duties as assigned. 

Knowledge, Experience and Skill Requirements

Knowledge of the proper repair and maintenance requirements for medical facilities, grounds and utilities. Knowledgeable and skilled in the operation, repair and maintenance of HVAC, electrical, plumbing and mechanical, fire, and security systems. Experienced with computer programs including all applications of Microsoft Suite, CMMS & BAS. Demonstrated capability to work in a dynamic, fast paced environment; Action oriented and able to handle multiple priorities at a time. Effective oral and written communications skills; ability to read and understand blueprints. Strong problem solving skills and experience in managing critical deadlines. Familiar with applicable HVAC, OSHA, NFPA/ASME, and ANSI/NEMA codes

 

Work Experience

10 years experience Operating experience of central utility plants of similar size, three years of supervisory experience Able to direct, monitor, and oversee contractor staff necessary to execute all operations and maintenance requirements and quality control at the CUP 

Education, Licenses and Certification

Required:

Bachelor’s Degree First Class Stationary Engineer
