Chief Administrative Officer

The Operational Services Division is an organization within the Executive Office for Administration and Finance with a professional workforce of 130 employees working in a hybrid environment. It is an agency with diverse responsibilities from strategic development of statewide contracts, print and mail services, fleet management to establishing special education pricing

We are seeking candidates for the Chief Administrative Officer (CAO), an essential position to the operations of the agency. This position reports to the Assistant Secretary for Operational Services and is a key contributor to the overall success of the agency as a member of the leadership team. The CAO has an overarching view of the agency and provides a cross-functional perspective of the organization based on interactions with employees across the various business units. The incumbent provides critical collaboration between internal and external resources to effectuate the policies of OSD and the Commonwealth.

The CAO is responsible for managing day-to-day operations of the Operational Services Division as well as contributing to the strategic growth of the agency through policy development, financial management and budget development, agency procurement activities and human resources management. In addition, provides oversight of strong internal controls and contingency planning to aid in the management of a successful agency. The ideal candidate will have prior experience managing human resources, budgeting/finance, administration, and technology management responsibilities and experience while maintaining confidentiality of sensitive information with professionalism.

With the support of a strong financial team, the CAO is responsible for the oversight annual budget development, revenue collection and financial activities to ensure agency priorities are met. OSD is an organization funded by revenue generated and does not rely on direct appropriations.

The CAO is responsible for all facets of human resource functions including labor relations, staffing, organizational development, benefits and payroll administration. Ensuring compliance with policies established by the Human Resources Division as well as those developed by the agency.

Operations of the agency include coordination with stakeholders on information technology applications and oversight of the agencies technology to ensure resources are available to meet the staff needs.

Key attributes of a successful candidate include proven people and problem-solving skills, creativity, attention to detail and the ability to manage multiple competing priorities. To be a successful CAO at OSD, you should be driven to succeed, have excellent communication and interpersonal skills. Familiarity with the workings of state finance, human resources and agency operations is an advantage. This position requires a strong leader to manage projects and all administrative activities on behalf of the agency and its employees.

Preferred Requirements

Experience with management of human resources, labor relations, public sector financial analysis and management.

Ability to develop strategic organizational and business plans.

Excellent interpersonal skills and the ability to work cooperatively and effectively in teams.

Ability to exercise sound judgment.

Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
