POSITION SUMMARY
The Chief Administrative Officer of Medicine is the administrative leader for Medicine for The Johns Hopkins Hospital (JHH), Department of Medicine, the Johns Hopkins School of Medicine, and wherever JHU School of Medicine (SOM) physicians and providers are deployed. The CAO has overall responsibility for the successful development, implementation and advancement of programmatic strategies and initiatives for the Department of Medicine. The incumbent, along with faculty leaders, leads the development, coordination and integration of internal medicine subspecialties across the region, including clinical operations, training and research activities, network affiliations, and quality and performance improvement.
The purpose of the Chief Administrative Officer (CAO) Medicine role is to plan, direct and control the administrative, financial and operational activities of the JHH Medicine Functional Unit at JHH, collaborate with JHBMC executive leadership to ensure financial viability of the DOM’s activities at JHBMC, coordinate the activities of the DOM across JHM, and provide leadership and oversight to the JHUSOM Department of Medicine.
The general scope of responsibilities includes: strategic planning, financial management, business development and execution, grant management, contract administration, compensation planning, personnel management, recruiting, faculty relations and development, utilization and productivity management, marketing, space management, and general operations of the DOM.
The CAO is responsible for the department and staff’s satisfactory compliance with the rules and regulations of The Johns Hopkins University School of Medicine and Clinical Practice Association. In addition, the CAO is responsible for assuring compliance with The Johns Hopkins University and Johns Hopkins Health Systems regulations.
REPORTING RELATIONSHIPS
The CAO reports to the Director of the Department of Medicine, the Chief Operating Officer for JHH, and the Chief Financial Officer for the SOM, and works collegially and collaboratively with Johns Hopkins Medicine (JHUSOM, JHHS, JHH, JHBMC) senior executives and JHU faculty across the system. This role is a critical leader and advisor to senior leadership in both the Department and JHM as a whole. The CAO also is a key contact for JHM relationships including, but not limited to, compliance, development, finance, human resources, government affairs, internal audits, legal, marketing and communications, Office of Johns Hopkins Physicians, and central core services
ESSENTIAL FUNCTIONS
Strategic Planning and Program Development:
Fiscal Stewardship/Resources:
Meet agreed upon financial and operational objectives of DOM. Where appropriate, institute corrective actions including audits, reallocating resources, human resource management, reprioritizing, and/or modifying plans or budgets. Overall responsibility for DOM financial performance and management, including forecasting budgets, reporting against metrics and goals inclusive of P&L’s, and overall business planning. Supervises Director of Finance. As needed, represents DOM financial outcomes and performance improvement strategies.Clinical Administration:
Supervise directors of operations at The Johns Hopkins Hospital and Johns Hopkins Bayview Medical Center and Associate Administrator of Ambulatory Operations. Partners on relationship building with hospital leadership, understands disparate cultures, functions to create synergies/collaboration. Aligns goals, communication, meetings and outcomes. Collaborate with the Nursing Administration on financial oversight, staffing, bed management, and quality/safety/service improvement initiatives. Collaborate with the Vice Chair for Clinical Affairs to optimize clinical operations. Work with local operations leaders and, as appropriate, patients and family members, to develop clinical environments and operations optimal for patients and families.Research/Education:
Ensure effective operations and support to the education and research missions of the Department. Partner to improve academic functions including residency support, streamlined grant submissions, faculty recruitment, and facilities.Climate Setting and Leadership:
Responsible for ensuring oversight of management and structure that will allow for complex financial, operational and support functions to be well-managed and successful by metric measurement at The Johns Hopkins Hospital, Johns Hopkins Bayview Medical Center, National Capital Region, and the Department’s various ambulatory sites across its service area. Supervises and recruits administrative leaders in the DOM, in collaboration with the Director and other leaders. Represent the Department in a manner to achieve results in a way consistent with organizational values and to provide a constructive example for others to do likewise. Build a culture of teamwork and integrity, develop staff competencies, motivate and foster a workforce culture of diversity and inclusion. Oversees HR function and collaborates with Director of Human Resources on staff integration and workforce development plans. Understands best practices for staffing models, develops short- and long-term plans to improve recruitment, development and retention, etc. Coordinate with appropriate Johns Hopkins Health System and Johns Hopkins University resources to manage international affairs and projectsEDUCATION EXPERIENCE & SKILLS
Bachelor's degree required in Business Administration, Healthcare Administration, Public Health or related field required. Post graduate degree (JD, MBA, MHA, MPH or another related field) strongly preferred. Minimum 10+ years of progressively responsible experience in finance, clinical, and academic operations/performance including 5-7 years of management experience with significant business impact. Annual JHM required training Demonstrated record of related accomplishments along with strong financial and analytic capabilities Experience with strategic planning issues, growth strategies, and network and business development in healthcare highly desirable. Exposure to research and clinical trials preferred. Administrative, management, and supervisory experience. Prior experience in large scale change management. Exceptional leadership, mediation abilities, and multi-tasking skills required. Strong commitment to customer service and excellence in healthcare and academic medicine. Experience in a large, integrated delivery system, with operations and performance improvement focus. Considerable knowledge on research and clinical regulations and trends across national academic and medical centers and healthcare systems. Familiarity with the Maryland healthcare system preferred. A firm understanding of national health care and research trends/impacts, policies and issues. Demonstrate successful relationship building and culture change to promote diversity and inclusion.
