Job Overview  

The CCO takes the lead on identifying and addressing potential legal and compliance issues and risks, and oversees the Legislative/Regulatory, Legal Compliance, Business Operations, Ethics, Equal Employment Opportunity and Internal Audit departments and functions.   The NJEDA’s Chief Compliance Officer leads the Authority’s legal compliance functions to ensure that the NJEDA is compliant with all applicable laws, including statutes, rules and regulations, Executive Orders, circulars, and policies.  The ideal candidate has substantial professional legal and/or experience, preferably in the public sector, with at least 5 years in middle to upper management positions and 5 years of federal compliance experience. 

 

$141,600 - $177,000

 

Note: The NJEDA currently offers a hybrid work schedule for up to 2 days of telecommute work from home. To participate, you will be required to have high speed home internet access and a managers approval. This program does not supersede the "New Jersey First Act", which requires newly hired NJEDA employees to establish and then maintain, principal residence in the State of New Jersey.

Responsibilities

Duties  

Daily Tasks and Responsibilities: 

Manages the legal compliance function to ensure that the EDA is compliant with all applicable laws, including statutes, rules and regulations, Executive Orders, circulars, and policies. Oversees the legislative and regulatory, legal compliance and business operations departments for the Authority.  Oversees the Ethics, Equal Employment Opportunity, Title VI compliance and Internal Audit functions of the Authority. Must complete annual self-assessment as required. Performs other duties and special projects, as assigned. 

Projects: 

Updates, maintains, and implements the Authority’s Compliance Plan. Competes and engages an Integrity Oversight Monitor for every US Treasury funded program; Completes Federally funded program Risk Assessment. Create an annual Internal Auditing and quality control plan to present to Audit Committee and execute the plan. 

Goals and Objectives: 

Reviews and certifies that the provisions of program rules provide the Authority with adequate procedures to pursue the recapture of the value of an economic development incentive in the case of substantial noncompliance, fraud, or abuse by the economic development incentive recipient, and that program rules and regulations are sufficient to ensure against economic development incentive fraud, waste, and abuse, as required by the Economic Development Authority Integrity and Protection Act.  Represents the Authority in external audits by State regulators and Federal reviewers and auditors of Federally funded programs. Works with external, independent compliance auditors to conduct audits of economic development incentive programs to ensure compliance with the Economic Development Authority Integrity and Protection Act. 

Collaboration and Cross-Divisional Interaction: 

The CCO  works with Executive and Senior Leadership across all functional departments to deliver an Authority-wide legal compliance program.  The CCO also works closely with  the Attorney General’s Office, State Ethics Commission and other State regulatory agencies.  

Reporting Structure: 

The CCO reports to the Chief Counsel. The CCO, in consultation with the Chief Counsel, makes all final decisions on legal compliance matters.  Qualifications

Skills and Qualifications  

Technical Skills:  

Admission to the New Jersey bar and currency of license required. 

Soft Skills:

Certifications: 

Compliance certification. 

Experience: 

10+ years of professional legal and or compliance experience required, preferably in the public sector. 5 years of middle to upper management supervisory experience required. 5 years of Federal compliance experience required. Advanced degree or industry specific certification may be substituted for 1 year of experience 

Education: 

Bachelor’s Degree in related field;  Juris Doctor required from an accredited law school. 

Software/Tools Proficiency: 

Lexis or Westlaw. NJEDA utilizes Microsoft as the core application platform and proficiency in the Microsoft Office Suite is preferred.

Minimal physical demands and ability to work out normal business hours Travel expected when necessary for business operations 

 

Certificates and Licenses Required 

Staff are required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essentials duties of the position.
