Job Summary
Reporting to: President, Allegheny Health Network (AHN),
The Chief Digital Information Officer (CDIO) partners with key clinical and executive leadership at Allegheny Health Network's (AHN) and Highmark to drive digital health transformation, technological innovation, and technology enabled workflow optimization to improve patient outcomes, reduce claim and delivery cost and grow market share. This executive role requires visionary leadership, strategic planning, knowledge of technology and its impact on clinical workflow and healthcare experiences for patients, members, and clinicians, as well as effective budget management. The Chief Digital Information Officer will collaborate with Highmark Health and enGen to build a cohesive care delivery platform encompassing digital health, virtual care, data analytics, and population health IT, aligned with Highmark Health’s Living Health Strategy and Clinical Model. Responsibilities include ensuring key technologies enable efficient outcomes against established objectives consistent with the quintuple aim: Quality, Equity and Access, Experience, Affordability and Sustainability.
The Chief Digital Information Officer will establish national recognition in digital health, leveraging key technologies such as AI, virtual care, communication technologies, as well as predictive tools to meet the goals of the quintuple aim. This includes market understanding to identify technologies and key efficiency and growth opportunities in n partnership with clinical, executive, and IT multidisciplinary teams.
Essential Responsibilities:
Culture & Quintuple Aim: Create a culture supporting the quintuple aim's outcomes for patients, providers/staff, and the organization through the lens of the digital platform.
Financial Stewardship: Demonstrate sustainable financial leadership in managing resources and identifying partnerships.
Talent Management: Recruit, retain, mentor, and grow a high-performing team aligned with organizational values and the digital roadmap.
Strategic Governance: Participate in the organization's strategic and operational governance processes as a senior management team member.
Business Strategy: Collaborate with executive management in developing a streamlined approach for organizational growth and overall business strategy.
Information Technology/Clinical Informatics:
Leadership & Mentorship: Directly manage clinical, digital, and virtual health leaders, providing leadership and mentorship to physician IT leaders, IT Officers, and Medical Directors.
IT Solutions & Cybersecurity: Collaborate with enGen to maintain, improve, and introduce IT solutions, including cybersecurity, ensuring 24/7 coverage and accountability for IT emergencies.
Clinical IT Perspective: In partnership with physicians, provide the clinical perspective for IT in the design, acquisition, integration, and implementation of new systems supporting consumer-centric healthcare delivery.
EHR Implementation & Optimization: Lead EHR implementation and support integration activities, optimizing clinical digital delivery across all AHN sites and drive clinical adoption for all EPIC activities.
Clinical System Design & Optimization: Partner with the enterprise clinical office and AHN chairs, leading the digital design and optimization of clinical systems focusing on quality, safety, patient engagement, usability, and process improvement.
Clinical Guideline Development: Use clinical and business data to monitor patient and practice variations and facilitate the revision and development of clinical guidelines and best practices.
Clinical Knowledge Management: Manage and update clinical knowledge built into Epic and other clinical applications (order sets, clinical pathways, decision support rules).
Technology Adoption & Change Management: Champion clinical technology adoption and quality initiatives, serving as a clinical change agent, engaging providers, and building relationships to ensure adoption.
Performance Outcomes: Lead and collaborate to achieve Meaningful Use, Value-Based contracts, CMS, and other payor performance/quality outcomes. Work with enGen on scaling solutions and pre implementation capacity planning with budget management.
Digital/Virtual Health:
Technology Strategy: Work with the Enterprise Technology Committee and enGen to set the vision, strategy, and programmatic execution of technology initiatives affecting AHN and vice versa.
Data Governance: Serve as a key AHN representative on the Enterprise Data Governance Core Council.
Analytic Product Investment: Serve as a key member of the Analytic Product Investment Board, responsible for commercialization of data and analytic products.
Digital Strategy & Architecture: Establish short- and long-range objectives for the organization's digital strategy, gain stakeholder buy-in, and define the digital architecture.
Technological Enablement: Provide input to enterprise strategy regarding where, when, how, and who to use technological enablement.
Virtual Care Delivery: Oversee and coordinate the delivery of AHN virtual care, creating strategic partnerships to scale virtual and digital programs within AHN and the broader Highmark Health footprint.
Delivery Network Coordination: Co-lead the build-out and coordination of the delivery network supporting digital and virtual health solutions.
Digital Strategy Enhancement: Identify opportunities to integrate, standardize, and strengthen AHN's digital strategy within the Western Pennsylvania market.
Digital Organization Management: Manage the AHN digital organization, partnering with Highmark Health and hospital leaders.
Performance Achievement: Drive achievement of objectives in patient satisfaction, quality, operational and financial performance, and stakeholder engagement.
EDUCATION
Required:
Bachelor’s degree
Preferred:
Related Master’s Degree
Clinical Informatics Fellowship
Doctor of Medicine (MD) or Doctor of Osteopathic Medicine (DO)
EXPERIENCE
Required:
10+ years operational and/or IT leadership experience in a hospital system, demonstrating deep understanding of workflows.
5+ years leading virtual health delivery.
2+ years leading digital health product implementation & operations.
Proven ability to lead large-scale clinical and operational change across disciplines in a matrixed structure.
Exceptional leadership skills, including vision, risk-taking, communication, influence, and consensus-building.
Preferred:
Experience with health plans/risk-based contracts and budget management.
Proficiency in IT systems and cybersecurity.
Deep understanding of digital health, consumerism, and healthcare operations.
Strong networking and collaboration skills; proven ability to execute short-term and long-term strategies.
Excellent problem-solving, communication, and organizational skills.
