Job Description

The HII Cyber, Electronic Warfare, & Space Group is hiring a Chief Engineer for a $100M Task Order supporting the Secretary of the Air Force Concepts, Development and Management (SAF/CDM) Mission Partner Capability Office (MPCO) and its mission partners. As part of the senior leadership cadre, you will lead all technical activities associated with the Mission Partner Environment (MPE). The MPE is a global capability framework enabling commanders to plan and execute Command, Control, Computers, Intelligence, Surveillance, and Reconnaissance (C3ISR) communications within appropriate security domains, spanning and Mission Partner (MP) infrastructures, across all warfighting functions.
The Chief Engineer is responsible for overall Task Order systems engineering activities, to include technical reviews, analysis, supporting the DoD’s MPE Future Vision with a data-centric focus. You will contribute immediately to the development and fielding of the MPE in support of the National Defense Strategy, the warfighter, and foreign Mission Partners.  The selected candidate will work directly with the TO Program Manager, HII senior management, industry partners, Combatant Commands, Joint Staff, OSD, and Mission Partners. Essential Job Responsibilities Lead and manage all Task Order network engineering activities performed by a large cadre of HII and subcontractor personnel to meet TO objectives across the MPE portfolio; includes planning, architecture definition, design, development, and integration, and configuration management  Prepare, staff, and publish formal Command architecture documents; lead research, development, and analysis of CCMD architectures, perform capability gap analyses, new performance system analyses, and recommend architectural solutions to achieve the MPE future state capabilities  Identify, develop, and implement improvements that pertain to the foundational architecture of any underlying MPE component, system, or network that is related to an existing capability and the addition of new capabilities as prioritized by the MPCO;  Lead execution of an Agile-based approach to continuous service improvement to the MPE architecture and infrastructure aligned to the MPCP Systems Engineering Framework; lead PMO’s participation in MPCO’s SE forums Identify new and improvements to Systems Engineering tools, implement Model-Based Systems Engineering principles, tools, techniques, processes, and procedures and MOSA-compliant solutions Serve as the technical lead to all enterprise stakeholders; lead PMO engagement and coordination with the MPCO and MPE enterprise  Lead technical reviews, chair engineering review boards; support MPE program reviews, risk and quality metrics/management, program technical issue corrective actions/resolution activities Lead PMO and customer engagements on technical matters, such as innovation and leading edge technology on-ramps, test and evaluation, and technical baseline verification and validation efforts; prepare and deliver formal briefings, analysis, and reports as required Establish and maintain effective relationships with customers, subcontractors, relevant academia to identify architecture trends, bring new capabilities to, and improve existing capabilities of, MPE Coordinate, support, and provide instructions to other contractors and MPCO personnel in the use of the MPCO’s Systems Engineering processes and tools; participate in technical exchanges, DoD Enterprise Architecture conferences, and working groups across the MPE enterprise Minimum Qualifications TS clearance with SCI eligibility 15 years relevant experience with Bachelors in related field; 13 years relevant experience with Masters in related field; 10 years relevant experience with PhD or Juris Doctorate in related field Department of Defense Architecture Framework (DoDAF) and Joint military experience Excellent communication, presentation and interpersonal skills with a collaborative team mindset Preferred Requirements Experience utilizing DoDAF diagramming tools (e.g., Cameo NoMagic) Physical Requirements Office work environment normally encountered.
