Role Description:
Arcadis seeks a highly experienced and detail-oriented Chief Estimator to lead and manage all estimating activities for a large-scale rail tunnel construction project in New York. The successful candidate will be responsible for overseeing the development of comprehensive cost estimates and ensuring accuracy, competitiveness, and compliance with industry standards and contractual requirements. The Chief Estimator will work closely with engineering, procurement, and project management teams to support the bidding process, project planning, and cost control.
Role Accountabilities:
Oversee a team of estimators, cost engineers, and quantity surveyors to develop accurate and competitive estimates for the entire tunnel construction lifecycle. Prepare detailed cost estimates for all phases of the rail tunnel construction, including excavation, tunneling, lining, waterproofing, track systems, mechanical, electrical, and civil works. Collaborate with the procurement team to develop bid packages and negotiate with suppliers, subcontractors, and vendors. Coordinate bid reviews with senior management and provide clear, comprehensive presentations of estimates and assumptions. Work closely with the engineering, design, and construction teams to ensure that estimates are aligned with technical plans and project requirements. Assist in the establishment of project budgets and monitor project costs throughout construction. Identify potential risks and uncertainties in the project and incorporate appropriate contingencies in estimates.Required Qualifications:
15+ years of experience in construction estimating, with at least 5 years in a leadership role on large, complex infrastructure or tunnel projects. Bachelor’s degree in Civil Engineering, Construction Management, or a related field.Key Skills and Abilities:
Expertise in rail or tunnel construction methods, including TBM (Tunnel Boring Machine) operation. Excellent written and verbal communication skills for presenting to stakeholders and negotiating with vendors. Experience with advanced estimating software (such as HCSS, Primavera, or similar) and ensure integration with BIM (Building Information Modeling) systems to enhance estimate accuracy.Preferred Qualifications:

We offer nine paid holidays and 20 days PTO that accrue per year. The salary range for this position is $200,000 - $235,000. Actual salaries will vary and are based on several factors, such as experience, education, budget, internal equity, project and location.
