Summary As an executive at the Commodity Futures Trading Commission (CFTC or Commission), you will serve as a key member of the agency’s leadership team. In this role, the Chief Financial Director is responsible for directing one or more key programs, advising the agency on policymaking, and collaborating across organizational lines on agency-wide issues. This position is in the Office of the Chairman. Responsibilities The Chief Financial Director is a member of the senior management team and serves as the principal advisor for the agency on the financial management programs and the agency-wide strategic and operational program planning function. Manages and directs an integrated financial management program in compliance with federal financial and acquisition regulations. Areas of responsibility include budget formulation, justification and execution; accounting; financial reporting; and internal controls. The incumbent is responsible for the production of the agency’s annual audited financial statements and Performance and Accountability Report. Oversees and directs multi-functional areas through the Budget Officer, and Accounting Officer. Provides leadership to create an environment that facilitates the accomplishment of CFTC goals through plans and strategies that ensure sound financial stewardship and effective use of budgetary resources. Maintains oversight of the use and integrity of automated financial systems and other technological resources and maintains effective internal controls to safeguard taxpayer’s assets and the integrity of CFTC’s financial data and programs. Establishes policies and procedures, plans and directs the justification and utilization of budgetary resources, and ensures compliance with federal financial regulations and reporting requirements in the areas of budget, financial management, acquisition planning, contracting and procurement. As the Chief Financial Director, the incumbent advises and assists the Chairman and the Executive Director in fulfilling the agency’s responsibilities for the planning, analysis, justification, control, and reporting of all CFTC fiscal resources, including strategic management, and performance management. Monitors the financial execution of the agency’s budget in relation to actual expenditures, and monitors the quality and performance of on-going activities, analyzing activities to proactively identify potential performance problems, and prepares and submits timely financial and performance reports to the Executive Director. Ensures that the agency's long- and short-term strategic planning is consistent with the Federal requirements of the Government's Performance Results Act of 1993 (GPRA), and utilizes a working knowledge of the oversight, regulatory, enforcement, and fraud prevention activities of CFTC. EXECUTIVE RESPONSIBILITIES Provides executive direction and oversight. Establishes and evaluates the goals, and the progress made toward achieving them, and institutes policies and procedures directed toward making efficiency improvements. Determining resource needs and allocating personnel, funding, and material to achieve overall work objectives. Directs the development and implementation of policies, and operational procedures for mission support program functions including budgeting, accounting, and strategic and operational planning. Plans, organizes, directs and evaluates the performance of CFTC’s financial management activities; provides advice and guidance to the Executive Director and agency leadership on financial management and strategic planning issues throughout the agency. Qualifications CT-16: To qualify for the CT-16, you must you must possess at least one year of specialized experience equivalent to the CT/GS-15 level in the Federal service, or comparable experience gained outside federal service. Specialized experience is defined as: Experience managing an integrated financial management program in compliance with federal financial and acquisition regulations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Temporary Transition Schedule C Appointments An agency may establish temporary transitional Schedule C positions necessary to assist a department or agency head during the 1-year period immediately following a change in presidential administration, when a new department or agency head has entered on duty, or when a new department or agency is created. These positions may be established only to meet legitimate needs of the agency in carrying out its mission during the period of transition associated with such changeovers. They must be of a confidential or policy-determining character and are subject to instructions issued by OPM.
