Chief Financial Officer
Summary The primary purpose of the Facility Financial Manager (Chief, Financial Officer) is to establish internal procedures & provide guidance to the Executive Leadership & the Facility Service Chiefs for accomplishing the duties of their position. He/she is responsible for the planning, operation, direction, control, coordination, & evaluation of the station fiscal program. Sets overall program goals, make organizational changes & coordinate fiscal activities. Has delegated authority as acting in representation of the Deputy Director for all major duties Provides the management officials with authoritative accounting advice and authoritative budget advice and interprets the results and needs of each of these functions to those officials Is the technical expert in both fields for management and assures the coordination of these two separate functions within subordinate staff to the extent that is required for the effective conduct of each of these two functions. Supervises the accounting and budget operations and provides technical expertise in the budget and in the accounting functions. Responsible for developing and executing a comprehensive program of financial policy and financial control which constitutes a major and integral component of VAPAHCS' total management concept and practice. The Financial Manager's program is aimed at utilizing accounting and fund control systems to maintain proper financial balance and to assure that management obtains maximum benefit from financial resources without sacrificing efficiency or violating rules or regulations. Responsible for examining and reporting upon work progress and program accomplishments in financial terms. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/21/2025. Basic Requirements: A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") (TRANSCRIPT IS REQUIRED WITH APPLICATION) -OR- B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; (TRANSCRIPT IS REQUIRED WITH APPLICATION) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination (COPY OF CERTIFICATE IS REQUIRED WITH APPLICATION); or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. (TRANSCRIPT IS REQUIRED WITH APPLICATION) Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Hears and attempts to resolve minor grievances; affects minor disciplinary measures; recommends action in more serious cases; and identifies and provides needed training for all employees assigned to Fiscal Service Supervises, oversees, and control of all fiscal/financial functions to include accounting, budgeting, agent cashier, accounts receivable, employee accounts/payroll, patient funds reconciliations, general post funds, revenue, sharing agreement billing/auditing, reconciling and effectively utilizing Decision Support System data, internal financial quality assurance auditing and employee travel. Maintaining and validating cost accounting data used for internal analysis, budgeting, Decision Support System, and utilized in the VERA methodology Accounting, budgeting, managerial-financial analysis and reporting, and active participation in overall station planning, and other non autonomous programs. Uses different and unrelated analytical techniques and methods in determining funding requirements and/or executing multi-year budget plans for substantive agency programs with widely varying needs, goals, objectives, work processes, and timetables. Prepares accurate and timely financial statements displaying the financial position of the health care system; recommending policy changes to the VA Central Office Chief Financial Officer (CFO) to affect improvements in standardized systems. Develop and propose the adoption of budget instructions and policies to the Director for use by operating officials in developing care/service line specific budget plans. Makes recommendations and technical interpretations that affect the amount and availability and use of multi-year funds for the conduct of major substantive programs using financial accounting, budgeting, and reporting techniques Supports financial services including internal financial auditing, accounts receivable and payable, payroll, cashiering, accounting, budgeting, managerial financial analysis, employee travel, and alternate revenue streams You will be rated on the following Competencies for this position: Cost Estimation and Analysis Lead or Supervise Systems Thinking Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).
