Yes County Albany Street Address NYS Office of Mental Health 44 Holland Avenue City Albany State NY Zip Code 12229 Duties Description The New York State Office of Mental Health (OMH) is seeking a qualified candidate to fill a Psychiatrist 3, M-8, position that will serve as the Chief Medical Officer (CMO) for OMH. In this role, the incumbent provides advice and counsel concerning clinical and medical issues; provides clinical direction and supervision to the Medical Directors in the OMH Divisions of State Operated Adult Services, Children and Families, and Forensic Services; and oversees all Central Office assigned Psychiatrists. Reporting to the Commissioner, and as a member of the Commissioner’s Executive Cabinet management team, the CMO provides medical and clinical leadership across OMH, and vision, advocacy, and policy for high quality mental health care and treatment.The role of the CMO broadly includes: • Guiding the development and implementation of clinical and medical policies and standards provided by programs and facilities operated and licensed by the Office of Mental Health. • Overseeing and prioritizing the implementation of selected evidence-based medicine (best practices) in programs and facilities operated and licensed by the Office of Mental Health. • Participating in defining core clinical competencies for staff in programs and facilities operated and licensed by the Office of Mental Health. • Overseeing agency efforts to recruit, retain and train psychiatrists and medical specialists in facilities operated by the Office of Mental Health. Sustain, support and develop mutually beneficial training affiliations between academic institutions and facilities operated by OMH. • Consulting with the Division of Quality Management on matters related to risk management and quality of care in facilities operated and licensed by the Office of Mental Health. • Participating in OMH Public Education efforts to communicate with the general public to increase awareness, lessen stigma and provide education about mental illness, recovery, wellness and prevention in public mental health.The CMO additionally oversees the following OMH Institutes and Offices: • Research Institutes - the New York State Psychiatric Institute and the Nathan Kline Institute: The CMO supervises the directors of the research institutes and participates in the development of the research vision and portfolio at both institutes. • OMH Office of Coordinated Nursing Services, which develops and implements standards of care for psychiatric nursing and advanced practice nursing within the OMH State-operated programs and also for the public mental health care system. • Office of Health Services, which sets standards and provides guidance for OMH Psychiatric Center pharmacies and the management of medical conditions throughout the NYS State-operated and public mental health systems of care. • Office of Psychiatric Services, which maintains contracts with academic medical centers across the state to support training programs for psychiatric residents and fellows. The Office also manages OMH’s continuing medical education grand rounds program, psychiatric consultation services for community providers, and other initiatives designed to enhance recruitment and retention of clinicians within the NYS public mental health system. • Office of Prevention and Health Initiatives, which oversees programs that support early intervention and prevention programs in schools, homes, and clinical settings. • Office of Population Health and Evaluation, which includes OMH’s epidemiology, data analytic, and program evaluation resources, including the Behavioral Health Integrated Performance Measurement Center and OMH Psychiatric Services and Clinical Knowledge Enhancement System (PSYCKES) Program. The Office includes programs that analyze and report the impact of public mental health and Medicaid reforms overseen by OMH. Minimum Qualifications Candidates must possess a license and current registration to practice medicine in New York State; certification in psychiatry by the ABPN; and two years of post-board certification experience as a member of the psychiatric staff in a psychiatric hospital and/or in the psychiatry department of a general hospital, one year of which must have included clinical supervision of other psychiatrists, psychiatric residents, or fellows.Continued employment as a Psychiatrist 3 is dependent upon current licensure and registration by New York State to practice medicine and certification by the American Board of Psychiatry and Neurology. Loss of licensure and registration may result in removal from employment.In order to be eligible for appointment and to maintain employment, you cannot be listed as an excluded individual or entity on any of the Federal and/or State Medicaid and Medicare exclusion lists (or excluded from any other Federal or Federally assisted program).
