PURPOSE OF JOB CLASS (NATURE OF WORK) In a state agency this class is accountable for administering statewide construction and maintenance programs and operations. EXAMPLES OF DUTIES Assists the Senior Director of Capital Funds and Projects as assigned in the following areas: Develops, implements, and evaluates division policies, goals and objectives through an understanding of past and present DMHAS policies and goals, knowledge of the DMHAS service system and the ability to articulate that knowledge into developing future needs; Designs and develops division programs and activities by identifying the needs of service system, applying an in-depth awareness of regulatory requirements from The Joint Commission (TJC) and other organizations, and having the background experience to formulate projects that meet the needs of DMHAS; Prepares division budget(s) based on a demonstrated history of successful DMHAS projects and an ability to anticipate future needs; Assists in the development of the long-range capital program for agency based on past and future projected needs. Demonstrates ability to adhere to good project management key success indicators, focusing on training for a successful team. Provides effective communication with stakeholders for successful projects. Presents information in different mediums to ensure common goals of all project stakeholders. Coordinates statewide agency construction projects including determination of type and quality of materials used, preparation of job specifications and estimation and analysis of costs. Sets guidelines for proper planning of all projects from conception, meeting applicable codes and prioritizing life-safety needs of patients and staff; Meets and consults with architects, engineers, contractors and State and local authorities involved in construction, alteration, and maintenance programs for facilities. The ability to formulate and articulate patient and staff needs and requirements is vital in directing consultants in this area. Leadership on construction sites and within the DMHAS team shall be prioritized; Inspects work in progress and on completion for conformance to specifications, OSHA regulations; Directs project work, including review of requests for change orders, and makes recommendations. Analyzes the impact to the schedule. The ability to adhere to a budget and make quick adjustments and recommendations is important; Develops and coordinates long range preventive maintenance programs and procedures. Provides planning tools and guidance to properly prioritize and plan for maintenance at facilities; Inspects physical plants on a regular basis and utilizes available information to assist in assessing current plant needs; Ensures agency compliance with state and federal accrediting bodies. This role entails knowledge of TJC and other regulatory requirements specific to behavioral health facilities; Determines space and/or facility needs for an agency with a comprehensive understanding of patient needs; Reviews plans & specs from staff when asked for submittal to bid; Reviews and approves purchase orders; Maintains records and reports; Uses contacts and networking groups and associations to lead in the recruitment and hiring of staff, including outreach, interview and selection. PREFERRED QUALIFICATIONS + Experience in construction project management, facilities management, architecture, or design engineering. + Experience planning and scheduling capital projects. + Experience understanding and working with procurement processes.
