ICF is seeking experienced candidates for the role of Chief of Party (COP) with a strong background in sustainable and secure energy markets for the anticipated USAID Sustainable Energy Activity in Nepal. The purpose of this activity is to promote secure, reliable, economically viable, and environmentally sustainable power to improve the lives and livelihoods of all Nepalis and is expected to build on the success of the USAID Urja Nepal program. Key pillars of support under Urja Nepal to date have included utility modernization, increased deployment of advanced energy technologies, transparent and efficient procurement processes, and regional energy trade and integration.

The COP will lead ICF’s management of the Nepal Sustainable Energy Activity overseeing the technical and strategic direction of all aspects of the activity’s implementation and interventions. The position will be full-time and based in Kathmandu, Nepal and may involve frequent in-country travel. The COP will have supervisory managerial, administrative, and technical responsibilities overseeing the successful implementation of the overall Activity. The successful candidate will have demonstrated experience leading complex energy-focused development assistance programs in collaboration with local and national authorities and other public and private stakeholders.

Appointment to the position is contingent on award of the Nepal Sustainable Energy Activity to ICF and on USAID approval of key personnel.

What you will be doing:

The Chief of Party will serve as the primary point of contact with USAID/Nepal in regard to day-to-day implementation and management matters relating to this contract.Reporting to the USAID Contracting Officer’s Representative (COR) and working closely with all field staff and subcontractors to manage and oversee implementation activities, the COP will provide vision, direction, leadership and management for the contract.The COP will serve concurrently as the technical director for GON technical services and have overall responsibility for ensuring quality control and the appropriateness and overall responsiveness of all work provided under the contract, whether by long- or short-term advisors or others.

What we need you to have (minimum qualifications):  

Eight to ten years of progressively responsible work experience in fields related to energy security and management, including related work experience in similar positions of leadership such as a Chief of Party and/or a demonstrated track record of progressively responsible managerial experience implementing complex donor-funded projects with multiple activities.A Master’s degree or Bachelor’s degree in international development, energy planning, natural resource management or a related field of study (if the candidate has a Bachelor’s degree, the candidate must have at least 10 years of relevant work experience);

What we would like you to have: 

Experience working in Nepal and/or other countries in the region with similar development context, challenges, and priorities.Senior leadership experience on USAID programs of similar size and complexity, as well as experience with USAID activity management, Agency policies, regulations, and monitoring, evaluation, and learning (MEL) reporting requirements.Experience building partnerships and relationships with national and subnational government agencies, the private sector, academia, and other local community organizations.Possession of strategic vision, leadership qualities, depth and breadth of technical expertise and experience, solid management experience, strong interpersonal, written, and oral presentation skills to fulfill the diverse technical and managerial requirements of the activity.Prior leadership of field-based energy programs would be an added strength.Demonstrated ability to manage multi-component program activities with multi-functional teams and international consultants.Experience working with national and sub-national level government officials, service providers, and other relevant public and private sector stakeholders and civil society. Demonstrated commitment to locally led, equitable solutions; andAdvanced interpersonal, management, problem-solving, and analytical skills, as well as exceptional capabilities in verbal and written communications.Ability to maintain highly collaborative communication with the ICF Home Office, USAID, and other key national and local stakeholders, international partners, etc. as required in activity implementation.Demonstrated management, leadership, political acumen, and interpersonal skills.Strong writing and oral presentation skills; andAbility to speak, read, and write fluently in English
