Job Purpose
World Vision seeks a Chief of Party (CoP) for the proposed USAID-funded Niger Resilience Food Security Activity (RFSA). The goal of the Activity is to improve and maintain the food security of extremely poor, socially marginalized populations, which can potentially include groups in IDP settlements and surrounding host communities despite shocks and stresses. This activity is a 5-year program worth approximately $70 million.
The COP is responsible for the overall management, implementation and representation of the RFSA. The COP must build and maintain relationships with host governments, donors, other donor-funded projects and stakeholders, local organizations, and partners. S/he must understand and demonstrate commitment to the importance of adaptive management, gender, youth, and social inclusion issues in food security programming and within staff and management of the activity. The CoP will provide leadership in recruiting, developing, and managing staff, as well as managing programmatic and financial reporting.
The CoP position is contingent upon funding and donor approval and will be based in Niamey, Niger with 25% of the time spent in other regions of Niger. The CoP will report to the National Director of WV Niger.
Major Responsibilities
Direct and oversee grant implementation, ensuring that all strategic objectives are met through proper design, staffing, implementation and quality assurance.
Build and maintain relationships with host governments, donors, other donor-funded projects and stakeholders, local organizations, and partners.
Ensure appropriate project quality support to consortium members through purpose leads
Oversee that bottlenecks and challenges to project impact are addressed at various levels of stakeholders using forums such as Technical Working Groups, donor/government led coordination meetings and meetings with consortium member project managers.
In collaboration with partners' Project Managers, design and facilitate regular project learning events with consortium partners and other key stakeholders, ensuring that lessons of sound practice are documented and disseminated through project implementation and review.
Supervise a team of senior level international and national staff with skills across a diverse set of technical areas.
Ensure proper technical capacity of staff to manage complex donor funded projects
Lead grant staff and short-term consultants.
Establish and maintain effective project reporting, evaluation, and communication systems. Submit timely accurate and professional reports that meet donor requirements.
Ensure grant/project budget is managed within approved spending levels and ensure accurate and timely financial reports to donors and Support Office International Programs Group staff.
Ensure grant/project expenses are reasonable, allocated as per assigned budget, prudent and spent in accordance with donor rules and regulations to ensure low risk audits.
Escalate grant management issues early and openly; resolve grant management issues quickly and fully.
Perform other duties as required.
Knowledge and qualifications for the role
Required Professional Experience:
15 years of progressively increasing management responsibility in complex, multi-sectoral international Humanitarian-Peace-Development (HDP) projects, and at least 10 years of experience in managing in a major leadership role (e.g. Chief of Party or National Director) in West Africa, and preferably Niger.
Previous RFSA experience preferred.
Demonstrated technical expertise in food security and livelihoods and experience in managing program implementation and financial reporting.
Proven success serving in a leadership role for a project addressing issues related to resilience, agriculture, natural resource management, agribusiness, or similar, preferably in the Sahel Region.
Proven leadership skills managing projects of a similar size and scope in developing countries facing complex, volatile, and uncertain contexts involving Title II commodities and/or cash transfer mechanisms.
Experience effectively managing USAID HDP activities involving implementation by multiple sub-awardees.
Demonstrate experience in recruiting, developing, and managing large and diverse teams in remote contexts.
Must have prior experience working in the Sahel, familiarity with Niger’s social, political, economic, and cultural landscape, and demonstrated ability to build and maintain relationships with host governments, donors, other donor-funded projects and stakeholders, local organizations, and partners.
Demonstrated experience in adaptive management and learning techniques is highly encouraged.
Previous experience with large USAID grants including Resilience Food Security Activity (RFSA), Development Food Security Activity (DFSA), Development Food Assistance Programs (DFAP)s, Multi Year Assistance Programs (MYAP)s and/or Development Assistance Programs (DAP)s is preferred.
Demonstrated experience in developing and managing alliances with the private sector is desirable.
Familiarity with and commitment to addressing gender and social inclusion (GESI) in project sectors is required, as demonstrated by at least two years of senior-level experience working on projects that addressed GESI constraints.
Required Education, Training, License, Registration, and Certification:
A master’s degree in international development, non-profit management, agriculture, natural resource management, economics, agribusiness, or related concentration from an accredited U.S. college or university, or international equivalent.
Excellent communication skills tailored to diverse audience types, audience sizes, and communication platforms.
Strong management and interpersonal skills.
Excellent oral and written communication skills in English and French.
Mentoring and facilitation skills.
Field experience in low-resource environments.
Professional licenses, as required in the field and by the donor.
Preferred Knowledge and Qualifications:
Experience managing inter-agency consortiums is preferred.
Travel and/or Work Environment Requirement
Mandatory travels to implementation sites and regional, global meetings as required.
Travel to the United States WVUS Washington, DC Office to meet with donors and other stakeholders.
Physical Requirements:
While performing the duties of this job, the employee must be mobile in an office environment and able to use standard office equipment.
Must be able to communicate in verbal and written form.
