Project Summary:
The USAID/North Macedonia Partnership Against Corruption (PAC) Activity is planning a five-year activity to strengthen national-level systems to reduce institutional vulnerabilities to corruption and to take action to address corruption when it does occur. The program will assist the government and its entities to detect, mitigate, and prevent corruption of all forms and hold state actors accountable. The program will work to: 1) enhance capacity, integrity, and accountability of the public sector to address corruption, 2) improve performance of anti-corruption institutions to combat, mitigate, and prevent corruption, and 3) decrease opportunities for corruption through digitalization and government process.

Position Summary:
The Chief of Party (COP) will be responsible for the technical direction, leadership, management, and project oversight for the North Macedonia PAC Project. The COP will provide expertise to ensure effective implementation of all project activities and will be the principal liaison with both the USAID Contracting Officer’s Representative (COR) and other U.S Government Officials as required. This will be a full-time position based in North Macedonia.
Responsibilities:
Provide overall leadership to the Activity, including technical direction and finances, ensuring timely deliverables of high quality and effective cost management. Ensure that all assistance provided under the contract is technically sound and appropriate. Manage and supervise all work performed under the contract, including the progress and quality of work conducted by local partners. Serve as MSI’s representative in country and primary liaison with USAID. Supervise objective leaders, MEL Advisor, Communications Manager, and Director Of Finance and Administration.
Qualifications:
Master’s degree in public policy, public administration, law, international relations, political sciences, social sciences, IT, or related field is required. Minimum 15 years of relevant experience, with minimum seven years of experience designing, implementing, and monitoring anti-corruption programs is required. Experience in managing donor-supported good governance, rule of law, and/or anti-corruption-related projects. Experience interacting and working effectively with government and non-government actors and international partners. Experience in a senior leadership role that includes supervising and mentoring direct staff. Experience providing technical expertise in anti-corruption in the Balkans. Experience with anti-corruption, organizational behavior change, and/or digitalization initiatives. Strong facilitation, communication, collaboration, and leadership skills. Strong personnel and resource management, coordination and decision-making skills, along with an ability to troubleshoot. Advanced proficiency in English required. Fluency in Macedonian or Albanian preferred.
