Chief of Party, USAID Data-Driven Collaborating and Adapting Activity About Palladium:

 This Opportunity:Palladium is looking for a qualified, experienced, and innovative Chief of Party (COP). The COP will strategically lead the team and manage the relationships with USAID/Georgia and local consortium partners. The COP will have an ultimate, leading role in the overall quality of work in core technical areas of the program, such assessments, evaluations, data synthesis, and CLA. Ideally, the COP will have a multidisciplinary background and proven expertise in managing programs related to evidence-based decision making and strategy and will have worked on learning and adaptation issues. They will possess outstanding facilitation, communication, and M&E skills.

Reporting and Supervision:The COP will report to the Program Director and Palladium Headquarters Primary Duties and Responsibilities:Serve as liaison to the client and provide overarching leadership, management and technical oversight to the project, including the review of requested scopes of work from USAID/Georgia.Advise missions and implementing partners (often local organizations) to design, implement, and use the evidence from their MELA activities ensuring that lessons learned are integrated into a project’s implementation to continuously improve quality of interventions and outcomes.Provide technical assistance on creating and using knowledge management systems and documenting and disseminating program successes and challenges to adapt programs as needed.Manage the operational and budget requirements of a mission support project and ensure that both technical quality and contract requirements are met on time and on budget.  Key Competencies Required:Master’s degree in a relevant field.  At least 10 years of experience in Monitoring and Evaluation in developing countries.At least 7 years of managerial experience.Strong communication skills.Knowledge of USAID ADS 201 and the program lifecycle a plus.Full professional written and spoken proficiency in English.
