Chief of Party (COP) – Ecuador Youth Employment/Workforce Development Activity
Job Description:
We are seeking an innovative and results-driven Chief of Party (COP) for an anticipated USAID-funded Youth Employment Activity in Ecuador. This project will focus on promoting youth employment, entrepreneurship, and workforce development, with a significant emphasis on improving citizen security and reducing violence in target communities. The COP will provide overall leadership and direction, ensuring the achievement of project goals and objectives.
Duties and Responsibilities:
Provide strategic and technical leadership to integrate youth employment and citizen security objectives. Oversee project design, implementation, and monitoring to ensure the achievement of project outcomes. Build and maintain relationships with stakeholders, including local and national governments, private sector partners, civil society, and community organizations. Lead the development of innovative approaches to workforce development, entrepreneurship, and violence prevention. Supervise and mentor project staff to ensure high performance and cohesive teamwork. Oversee financial management, ensuring compliance with USAID regulations and budgetary efficiency. Represent the project in national and regional forums and with USAID representatives. Develop and implement project work plans, performance management frameworks, and reports.Minimum Required Qualifications:
Master’s degree in International Development, Public Policy, Social Sciences, or a related field. At least 10 years of experience managing international development programs, with a minimum of five years as COP or equivalent on USAID-funded projects of similar size and complexity. Proven expertise in youth employment, workforce development, or entrepreneurship, and a strong understanding of citizen security and violence prevention approaches. Demonstrated ability to lead multidisciplinary teams and manage partnerships with diverse stakeholders. Strong experience designing and implementing integrated programs that address employment and security challenges. Excellent written and verbal communication skills in English and Spanish (fluency required). Familiarity with the sociopolitical and economic context of Ecuador or the region is highly desirable.
