Chief of Party

Overview:

S/he will have overall responsibility for the technical implementation, performance monitoring, and finance and operations of all aspects of the Activity. S/he will serve as the principal institutional liaison to USAID/Guatemala and should be expected to have regular and transparent communication with the USAID/Guatemala Contract/Agreement Officer’s Representative (A/COR).

Primary Responsibilities: The Chief of Party is responsible for overall leadership and technical direction of the Project and coordination with the COR team, ensuring a timely implementation of the tasks of the project, with a focus on achieving the overall objective and deliverables defined in the contract. Responsible for technical leadership, administrative and quality assurance oversight, efficient/effective management and mentoring of staff, and direction for all programmatic and administrative issues. Ensure compliance with contractual objectives and keep USAID and the home office fully informed of implementation progress and any problems. Lead the development and submission of project deliverables, such as reports, annual work plans, and other items as specified in the contract.  The COP will ensure quality control and overall responsiveness of all contract deliverables. Education and Experience A minimum of a bachelor’s degree in development studies, management, business administration, social sciences, industrial engineering, or a related field. A minimum of 10 years of relevant project management experience, with at least 5 years of experience in the designing, implementation, and management of large development programs involving multiple partners and stakeholders. Experience working in Central American countries, preferably Guatemala. Demonstrated knowledge of USAID policies and procedures. Previous experience working for USAID-funded complex projects strongly preferred.  A minimum of ten years of experience, and an expansive geographic target area in a developing country context. A minimum of three years prior experience as a Program Director, Chief of Party or similar leadership role of a large program or activity.  Fluency in spoken and written English and Spanish. Knowledge, Skills, and Abilities: Experience implementing and leading logistic operations, including familiarity with Human Resources processes. Demonstrated ability through previous experience to establish and maintain productive working relationships with a wide network of partners and stakeholders. Demonstrated ability through previous experience to liaise with senior government officials, dignitaries, executives of non-governmental organizations, and the for-profit business community, and senior members of the donor community. Demonstrated ability to work under stressful conditions. The COP will be responsible for making key decisions and solving problems in short time frames while ensuring operational and program integrity. Demonstrated experience in managing multi-cultural project teams with diverse backgrounds and skills. Excellent interpersonal, writing and oral presentation skills in English and Spanish Ensure cost effective management, identifying issues and risks related to contract management in a timely manner. Some travel both domestically and internationally is required based on business demands.
