Key Responsibilities:
JOB PURPOSE
The Chief of Party (CoP) will provide overall technical leadership and managerial direction for the project. S/he will have the depth and breadth of technical expertise and experience in child protection, development and care, including gender equity and Child Early and Forced Marriage (CEFM), early child development (including children with disabilities) family strengthening (safe and nurturing care, care reform, alternative care), and social service systems and workforce strengthening to provide leadership for the project. In addition to technical expertise, the CoP wll have strategic vision, professional reputation, management experience, interpersonal skills and written and oral presentation skills to fulfill the diverse technical and managerial requirements of the activity. The Chief of Party will have technical and management responsibility for all Recipient personnel and be the Recipient’s representative to USAID/Ghana, the GOG, other donors, technical agencies and other key stakeholders, as required. The Chief of Party will have overall responsibility for addressing grant or contract related issues, including ensuring that Recipient financial controls and systems comply with generally accepted accounting practices that meet USAID standards and that all project-procured materials and equipment are safeguarded prudently and responsibly used. S/he will report and/or be accountable to USAID, World Vision Ghana and World Vision US. This position is contingent on grant award and donor approval.
MAJOR RESPONSIBILITIES
Program is implemented successfully and within established timelines and budget envelope as per the grant agreement
Direct and oversee grant implementation, ensuring all objectives are met through Build capacity of key staff and partners through promotion of evidence-based promising practices and lessons learned. Supervise a team of senior level international and national staff with child protection, development and care technical skills. Lead grant operations staff including finance, M&E, and communications. Ensure proper technical capacity of staff to manage complex donor-funded projects. Lead grant staff and short-term consultants. Establish and maintain effective project reporting, evaluation, and communication systems. Submit timely, accurate and professional reports that meet donor requirements. Manage grant/project budget within approved spending levels and ensure project staff submit accurate and timely financial reports, forecasts, and burn rate analyses to donors and Support Office staff. Ensure grant/project expenses are reasonable, allocated as per assigned budget, prudent and spent in accordance with donor rules and regulations to ensure low risk audits.Strong donor and stakeholder relationships. Support to program goals and projects implemented by key stakeholders to better serve target populations.
Establish clear and frequent communication regarding program progress and oversight management with the donor and World Vision US. Communicate, as soon as possible, with leadership and coworkers on any programme quality issue for it to be addressed collectively. Contribute to the preparation and writing of World Vision Ghana’s annual reports by providing all data and information related to the project. Oversee the M&E implementation framework of the project in alignment with WV's strategy, standards, guidelines, and processes. Undertake frequent field monitoring visits to ensure proper and accurate implementation of the project by staff and partners Develop innovative approaches to monitor the performance and effectiveness of the project. Consistently look for more effective and efficient implementation methods and opportunities to increase impact on project objectives. Liaise with local government officials, local institutions, local communities, donor representatives and other stakeholders as appropriate.Strong performance and teamwork of grants staff. High quality of program deliverables.
Represent the project in relevant external stakeholder engagements with government, UN, and partner organizations. Ensure that technical staff, project manager/coordinators participate in meetings and activities of child protection, development, and care working groups/ clusters in their respective regions and share reports on these meetings and activities. Provide regular technical support to project field staff through targeted training, tools, and resources to facilitate effective and quality implementation. Facilitate the introduction of innovative practices, methodologies, or approaches in the implementation of the project where / when possible. Actively contribute to promote collaboration and leveraging existing World Vision Ghana and peer organizations'KNOWLEDGE/QUALIFICATIONS FOR THE ROLE
A minimum of ten (10) years of progressively responsible professional experience in social services, child protection, development and care, or social protection is required. At least five years of this experience must have included program management and data and policy analysis of social sector programs.A minimum of seven (7) years of USG project management experience.Demonstrated leadership skills and experience to build and maintain productive working relationships with a wide network of institutional partners and stakeholders, including high-level host country governments and international agencies.Proven track record of building teams and fostering collaboration in order to achieve goals, meet milestones and produce quality results.Demonstrated at least 5 years knowledge of USAID procedures pertaining to project design and implementation, monitoring and evaluation, and financial management and reporting.Proficiency in at least one of Ghana’s local languages.Master’s degree in social work, sociology, law, child development or related areas is required.Preferred Knowledge and Qualifications
