Position
Summary
Palladium is seeking a Chief of Party for the U.S. President’s Malaria Initiative Advancing
Health and Malaria Services in Niger Project (PMI AHMS Niger) funded by USAID. PMI AHMS Niger provides implementation
support services and technical assistance to Niger to accelerate progress in
comprehensive delivery of facility and community-based malaria services,
including malaria case management, prevention of malaria in pregnancy (MiP),
seasonal malaria chemoprevention (SMC), health systems strengthening, data collection
and use for service delivery, and other malaria prevention interventions.
The Chief of Party will be the primary
representative of Palladium and the project to USAID and all other
stakeholders, including donors and the government of Niger. S/he will be the
direct link with the USAID AOR and will be accountable for achieving project
results through a defined vision and strategy. S/he will provide overall
leadership and management of the project, including: meeting all required
technical objectives; managing financial resources, program staff, and
partnering agreements; maintaining good working relationships with the
government officials and local partners; managing client reporting; and
ensuring high-quality service delivery. The Chief of Party must possess the
skill to manage people, events, and diverse cultures, must be proficient in health systems
strengthening and malaria control, and must maintain the highest ethical
standards. This
position will be based in Niamey, Niger and is contingent upon funding
availability and USAID approval.
Key
Responsibilities
Serve as the project's primary point of contact with USAID, other implementing partners, government of Niger, and other stakeholders
Utilize professional network and reputation to build collaborative relationships and ensure alignment and harmonization with other programs and donor activities where appropriate, including public/private sector partnerships.
Ensure interventions reflect high technical quality and are in line with the project's scope of work.
Lead, mentor, and manage staff professional development to build their capacity and strengthen competency and expertise.
Serve as communication conduit for project status, actions, decisions, risks and issues and schedules for project portfolio.
Oversee budget implementation and financial management.
Ensure compliance with Palladium, USG/USAID and other regulations and policies.Perform other related duties and responsibilities as assigned
Candidate Requirements
Extensive experience in management and implementation of complex and multi-faceted projects (USAID preferred), with demonstrated skill in organizing resources and establishing priorities.
Extensive experience working and understanding of key malaria actors in Niger.
Deep knowledge of best practices in malaria case management, prevention of malaria in pregnancy (MiP), seasonal malaria chemoprevention (SMC), health systems strengthening, data collection and use for service delivery, and/or other malaria prevention and control interventions.
Exceptional communication and collaboration skills and a proven track record of interacting with other projects, high-level host country governments and international agencies.
Proven track record of working effectively with National Malaria Control Program in Niger.
Extensive experience in the administrative, procurement, financial, and logistical aspects of project implementation.
Demonstrated effectiveness in personnel recruitment and management, coordination, and decision-making skills along with an ability to successfully establish and lead change management processes as needed.
Familiarity with USG rules and regulations and subaward compliance.
Demonstrated knowledge and experience with Global Fund planning and reporting systems, operations, programming, and structure a plus.
Demonstrated problem solving, analytic, financial, and evaluative skills and ability to anticipate, respond and adapt quickly to changing requirements and competing demands.
Attention to detail and ability to perform multiple tasks and balance competing priorities effectively and efficiently often within a required timeframe.
Fluency in English and French is required.Only local hires will be considered for this position.
