Position Overview

DAI seeks a Chief of Party (COP) to lead the USAID-funded Advancing Women for Resilient Agricultural Supply Chains (AWRAS) program. the COP will overall strategic and operational implementation of AWRAS to ensure the program meets its performance targets in a timely and compliant manner. This a long-term position based in the United States.

USAID is establishing a partnership with a cohort of private-sector actors to develop innovative approaches to addressing sustainability challenges in their agricultural supply chains by embedding gender-responsive activities in their core business, agricultural value chain, and sustainability strategies. At the outset, the partnership includes PepsiCo, Danone, McCormick, Unilever, and Nespresso.

The partnership aims to establish a shared understanding of market-based, core business solutions that promote women’s equal access to and control over resources, opportunities, and decision-making authority in agricultural supply chains as a key strategy for achieving sustainability goals. Interventions will build upon the initiatives already led and implemented by partners, leveraging lessons learned and successful practices to enhance knowledge sharing and develop effective implementation tools. The partnership will align efforts between corporate partners and USAID to address constraints and capitalize on opportunities to advance environmental sustainability by embedding gender equality into core business operations. The partners involved in this activity were selected based on their ongoing work and significant learnings from gender equality and women’s empowerment initiatives and their commitment to sustainable agriculture. By building upon their current efforts, they aim to scale these initiatives within their own supply chains, share best practices, and influence the industry for greater impact. Their active engagement and experience in gender equality and women’s empowerment initiatives make them ideal contributors to this partnership.

By identifying and implementing a common theory of change and measuring outcomes, the project will foster synergy and coherence among the private sector partners and bilaterally with USAID.

The Chief of Party will be responsible for overall strategic and operational implementation of AWRAS, and will be the main point of contact to liaise with USAID, corporate partners and other technical teams on matters related to overall program management. The COP will be responsible for overall project leadership, management, and quality control. The COP shall be responsible for overall management of contract team members, consultants, and subcontractors as well as for the effective, efficient, and timely implementation of all contract activities.

The Chief of Party will provide technical and managerial leadership, strengthening the cooperation of the partnership in prioritized geographies for the corporations in coordination with USAID Missions. The COP will support the promotion and adoption of evidence-based, innovative solutions to enhance the effectiveness of corporate sustainability strategies, strengthen environmental sustainability, and advance gender equality and women’s empowerment.

The Senior Portfolio Director will supervise the COP for the Global region.

Responsibilities Provide overall technical direction and leadership for the partnership, serving as a senior advisor to USAID and the private sector; Serve as main point of contact to USAID AOR, ensuring a high-level of engagement and frequent communication and participating in USAID meetings and site visits as requested; Oversee the planning, implementation, and monitoring of all project activities to ensure they align with the project's goals and objectives; Accountable for overall partner relationship management with USAID and all private sector partners Coordinate the technical guidance provided by Partnership Managers, Country Coordinators and different specialists based on each implementation's requirements. Lead engagement with various stakeholders, including USAID, local and national governments, private sector partners, and community organizations. Coordinate among DAI business units to mobilize technical assistance efficiently. Build and maintain relationships to facilitate collaboration, secure buy-in, and ensure the project's successful execution. Lead the development of annual work plans for project activities, oversee the participatory planning process to produce a strategic plan for project deliverables; Ensure that gender is integrated into AWRAS technical activities and operations and provide technical and strategic direction and support to the Gender Advisor for technical implementation. Responsible for overall project leadership, management, quality control, and timely implementation. In so doing, ensures high quality and timely completion of all project deliverables; Oversees all financial and administrative matters, ensuring the operations and finance team on AWRAS is in full compliance with USAID and DAI policies and procedures; Manages subcontracting relationships to ensure integration with AWRAS’ vision/purpose/outputs; Oversee development and implementation of Monitoring and Evaluating Plan. Provide timely and accurate reporting to USAID on all program areas, presenting findings in both written and oral presentations as required; Represent DAI and the AWRAS project with global and regional stakeholders relevant to the technical activities; Oversee the alignment between the technical activities per partner and the main objectives of the global partnership; Leads quarterly performance and risk management reviews by identifying and rating risks while working in coordination with project and home office project management to design time-bound and accountable mitigation actions; and Provide mentoring and professional development support to project staff. Qualifications & Skills Minimum Requirements:

·       M.A / MSc. Or higher in a subject area related to AWRAS’ statement of work;

·       Minimum 10 years of professional experience in a leadership and/or senior technical role with international donor-supported programs or initiatives of similar size and complexity[RG1] 

·       Experience with Private and Public Sector Partnerships preferred;

·       Demonstrated experience in projects incorporating a gender perspective in agriculture and/or environment topics;

·       Proven experience managing relationships among diverse stakeholders, including private sector actors;

·       Previous direct supervisory experience with a demonstrated track record of success in managing teams toward the achievement of shared goals;

Demonstrated track record of managing complex activities with multiple stakeholders and multiple simultaneous workstreams; Demonstrated experience working with diverse teams in a fast-paced environment; Strong knowledge of USAID rules and regulations; Excellent interpersonal skills, including a track record of successful coordination and effective working relations with a wide range of stakeholders; Demonstrated ability to responsibly and ethically handle sensitive and confidential information; Strong communication skills in writing and presentations in English Authorized to work in the US without sponsorship Based in one of the following U.S. locations where DAI is registered: District of Columbia, California, Colorado, Florida, Georgia, Illinois, Maryland, Massachusetts, New Jersey, New York, North Carolina, Pennsylvania, South Carolina, Texas, Virginia, Washington.   Compensation & Benefits:

This position and any offer extended is contingent upon project funding and client approval.

For employees working the United States, the full-time equivalent annual base salary for this position is expected to be between $145,000 and $175,000. Actual offers will be based on several factors including, but not limited to, qualifications, relevant education, experience, skills, seniority, performance, and business or organizational needs.

Eligible U.S. based employees, will be able to enroll in medical, dental and vision insurance, plus a 401(k)-retirement plan with a company match. Additionally, employees will be eligible for company-paid annual leave (vacation & holidays), sick leave, parental leave; as well as short- and long-term disability coverage. Detailed information will be provided at the time a formal offer is extended.

For employees working outside of the United States, compensation and benefits will vary based on location.
