Responsibilities
Responsible for all maintenance activities at the Remote Tracking Station, and other duties as assigned by the SM. Support the COO in his/her absence.
Conduct daily review of red/amber outages via ESD and IMDS and take appropriate action as required.
Ensure that all personnel comply with directions regarding timely, accurate and detailed documentation in ESD, ROADS and IMDS in accordance with PWS, Operating Instructions Equipment Status Reporting, SCN Outage Reporting System and other applicable documentation.
Ensure outages are worked aggressively by site maintenance personnel.
Responsible for requesting Level 2 Tech Assist through the MOC as soon as all site troubleshooting measures have been exhausted.
Immediately request E/UDLM through the MOC when Level 2 Tech Assist is no longer able to assist and becomes necessary once the E/UDLM is approved by the 50 SCS Chief of Maintenance coordinate visit requests for depot personnel and downtime requests.
Provide written and oral operations reports to FRA leadership and government customer as required.
Plan, schedule and ensure completion of preventive maintenance inspections (PMIs).
Oversee site technical library ensuring personnel have access to all required documents including TO and drawing redlines, urgent AFTO-22 redlines and applicable Mission Partner documentation.
Ensure all site personnel have access (active accounts) to the TOs maintained and stored on the CDL website.
Review, approve and submit AFTO 22s for the site.
Review, make corrections and comments on Engineering Change Proposals (ECP) and system modification proposals. Verify that installation and checkout was completed as defined in associated documentation. Ensure proper compliance to standards and workmanship is adhered to. Verify redline documentation and as-builts are correct upon completion of installation/de-installation. Advise the Station Commander and installing contractor of any discrepancies the site has identified that remain before Operations and Maintenance Responsibility Transfer (OMRT) or turnover of the newly installed equipment. Ensure any remaining discrepancies are followed up on until resolution.
Download and distribute mission software updates and SWMAs to O&M personnel.
Coordinate, monitor, problem solve, analyze, and oversee system level modifications and development efforts with insight to site peculiarities. SSI includes reviewing schedules for implementation of engineering analysis, requirements affecting a specific system, and coordinating scheduling requirements with the using command. Coordinate, monitor, and assess the activities of all baseline equipment and software. Minimize conflict with operations and provide technical assistance. Ensure these activities are IAW approved installation criteria, plans, and schedules that conform to the approved design. Participate in hardware and software installation, test, and acceptance activities.
Coordinate schedules, downtimes, and transmit inhibits for PDM/UDLM/EDLM teams, radome maintenance, survey or modification installation teams, and antenna obscura survey teams. Ensure visit requests for these teams are submitted and approved.
Oversee site logistics support. Follow up with site logistics personnel to ensure zero balance stock items are being replenished as required. Submit Product Quality Deficiency Reports (PQDRs) as required for Supply Point items that are inoperative off the shelf.
Ensure Test, Measurement, & Diagnostic Equipment (TMDE) program is properly managed.
Interface with Mission Partner agencies covered in PWS Table 2-1. Assist with site visits and coordinate problem resolution.
Provide site support for network upgrade projects for New Boston, to include requirements analysis, system engineering, documentation review, TO VAL/VER and site coordination.
COMSEC Responsible Officer (CRO) for Mission Partner.
Qualifications
Bachelor's Degree in a related field with at least five (5) years Air Force Satellite Control Network (AFSCN) experience. In lieu of degree, four (4) years of additional related work experience will be considered.
Must hold and maintain a current active Secret clearance.
Must possess strong communication skills and the ability to lead employees in a team environment.
Experience interfacing with military personnel and government customers.
Must be able to climb high ladders, work on elevated platforms and antennas.
Must be able to perform strenuous physical work to include walking, lifting, pulling loads, bending, kneeling, sitting and reaching overhead.
Must be able to read, write and clearly speak English.
Position may require additional government certifications as necessary.
Full time - Day shift, and as determined by Deputy Program Manager.
