**Responsibilities:**
Reporting to the CEO of Strong Memorial Hospital, the Chief Operating Officer (COO) for Strong Memorial Hospital (SMH) is responsible and accountable for working with the CEO, Medical Director, Chief Financial Officer, Senior Director for Human Resources and Chief Nursing Officer to overseeing all operational activities for Strong Memorial Hospital and their alignment with the overall hospital system strategy. As the COO of SMH, this leader will be responsible for providing operational leadership, fostering a culture of excellence, ensuring the efficient operation and the overall performance of the hospital’s departments.
Working with the CEO and other hospital leadership, the COO will oversee the growth and delivery of superior clinical care and management across inpatient and ambulatory care settings. This leader will drive operational excellence for SMH and help to position URMC to deliver leading edge academic medical care in our community. This leader will build teams who can successfully deliver on goals related to clinical excellence, financial sustainability, and growth.
**Key Responsibilities:**
**Strategic Leadership:**
+ Is a key contributor in the development and implementation of strategic plans for SMH in order to achieve the hospital's mission, vision, and goals aligned with the Medical Center strategic plan and goals that reflect community needs, achieves organizational goals, and advances the philosophy, mission, and vision of the University.
+ Provides operational leadership and guidance to hospital teams, fostering a multi-disciplinary approach to collaborative planning, innovation, problem-solving and decision-making. Ability to collaborate and provide effective coaching and development to all teams. Mentors and develops leadership, fostering achievement of goals and objectives, high performing leadership practices, collaboration, innovation, and interdependence. Employs participative management and leadership approaches that optimize organization resources and talent effectiveness and organizational learning.
+ Assures existence of effective management controls. Works with the hospital administrators and leaders to establish systematic review and improvement of all programs to ensure services are provided in an efficient, effective, and responsive way in support of the organizational goals.
+ Establishes organizational standards related to the Hospital’s pillars of excellence in support of the Mission, Vision and Values.
+ Leads the development and implementation of the annual hospital management plan ensuring high quality and safe patient care.
+ Champions change and improvement - seeks out and employs effective change management and performance improvement techniques and tools making sure that accreditation standards, patient safety goals and regulatory requirements are met.
+ Understands, fosters, and contributes value to the development of critical relationships necessary for the effective delivery of health care in alignment with hospital system goals.
+ On behalf of the SMH CEO participates in associations and groups across the community and at the state level. Establishes and maintains relationships with key community leaders to facilitate the accomplishment of hospital and system goals and objectives.
**Operational & Financial Oversight:**
+ In partnership with the Chief Financial Officer, oversees the development and administration of all capital and operating budgets.
+ The COO operationalizes the implementation of a long-term, integrated strategic, financial, capital, and operational plan at SMH assuring appropriate resources for the delivery of services.
+ Monitors progress against these plans, ensures needed corrective actions are taken timely and raises potential modifications to these plans as needed.
+ Fosters a focus and climate of urgency that balances the opportunity to transform care delivery with current operational realities and the desired service excellence, operating, and financial performance objectives.
+ Recruits and retains a diverse staff of outstanding leaders who bring a strong commitment to SMH.
**Physician and Provider Engagement:**
+ Engages physicians and partners with them to identify opportunities for growth and collaboration across the hospital.
**Clinical Quality and Patient Safety:**
+ Promotes a culture of clinical excellence, quality improvement, and patient safety across the hospital. With a focus on population health, ensures that care management activities are linked across the full continuum.
+ Ensures SMH is compliant with state, federal and Medicaid services regulations. Ensures that SMH is abiding by standards of excellence in implementation of policies and procedures.

+ Operationalizes an integrated plan for community care strategies and growth plans for SMH leading to financial and operational success while elevating patient experience and quality aligned with the URMC/UR strategic plan.
+ Improves the performance of SMH resulting from strong relationships built with physicians, staff, community and patients.
+ Strengthens and drives operational efficiency and effectiveness.
+ Ensures a sustainable operating margin.
+ Creates an effective management structure, recruiting and retaining dedicated leaders contributing to increased collaboration and consistent outcomes at SMH in collaboration with the overall health system.
+ Promotes a quality-focused, collaborative culture that delivers leading edge academic medicine.
**Required Qualifications:**
+ The COO will have an advanced degree in management, or related field and at least 7 years of progressive experience in health care administration at a large hospital.
**Ideal Experience:**
+ Track record of exemplary leadership experience with broad knowledge of healthcare issues and trends including value-based care models and reimbursement models.
+ Strategic Leader with strong negotiating and personal influence skills with a track record of building consensus and an ability to navigate a diverse group of stakeholders, earning and maintaining stakeholder trust and respect.
+ Proven ability to formulate an operational strategy, guide the development of operating plans, and drive performance to achieve goals.
+ Ability to manage in a large complex health care environment with a record of strengthening financial, cost management, and efficiency performance.
+ Track record of recruiting, developing and retaining an exceptional team.
**Salary Range for COO** : $450,000 - $700,000
_The referenced pay range represents the minimum and maximum compensation for this job. Individual annual salaries/hourly rates will be set within the job's compensation range, and will be determined by considering factors including, but not limited to, market data, education, experience, qualifications, expertise of the individual, and internal equity considerations._
