The Chief Transformation Officer (CTO) will lead efforts to adapt to changing market conditions, enhance customer experience, and modernize legacy processes, ultimately positioning the health plan for sustainable, long-term success. Reporting to the President and CEO of the health plan and collaborating with the senior leadership team within the plan and the system, the CTO will shape and execute the vision and strategies that align with the organization’s goals for growth, quality care delivery, and member-centricity. Develop and implement a comprehensive transformation roadmap aligned with organizational goals, focusing on member engagement, operational excellence, and financial sustainability. Develop a technology strategy to modernize health plan capabilities, including the integration of AI and automation tools to enhance the member journey and improve organizational efficiencies. Identify emerging trends and opportunities in healthcare, technology, and member experience to drive the evolution of the health plan. In partnership with system leaders, identify and build a robust analytics infrastructure and generate data insights to guide all forms of decision making within the health plan, and play an important role in driving a proactive and data-driven improvement agenda across all domains of the business. Act as a thought leader on transformation, driving a culture of innovation and continuous improvement across the organization. Lead change management initiatives to ensure organizational alignment and support for transformational projects, fostering a resilient and agile workforce. Ability to work closely with leaders and manage organizational dynamics effectively to build long lasting relationships and sustainable change. Partner with HR and Communications teams to build understanding, alignment, and readiness for transformation efforts across all departments. Drive digital transformation initiatives to modernize legacy systems, enhance interoperability, and leverage data for predictive analytics and personalized member care. Oversee implementation of new digital tools, platforms, and technologies to improve member experience, optimize operational workflows, and deliver cost-effective care solutions. Champion the use of AI, machine learning, and automation to reduce administrative burdens, enhance clinical insights, and improve decision-making. Identify and implement process improvements across various functions, such as claims processing, member services, and care management, to enhance operational efficiency and reduce costs. Establish benchmarks, key performance indicators (KPIs), and metrics to measure and report on transformation progress and impact on health outcomes and member satisfaction. Foster cross-functional collaboration to break down silos, streamline workflows, and ensure that transformation efforts achieve maximum organizational impact. Manage the transformation budget and ensure initiatives deliver measurable ROI, optimizing investments in technology, human capital, and process improvements. Collaborate with Finance to create financial models that predict the impact of transformation initiatives on cost savings, revenue growth, and quality improvement. **Qualifications** Master’s degree in Business Administration, Health Administration, Information Technology, or a related field; advanced degree preferred. 10+ years of experience in healthcare, health insurance, or a related industry, with a focus on transformation, strategy, or digital innovation. Demonstrated success in leading large-scale transformation initiatives, preferably within a health plan or similar healthcare organization. Proven experience in change management, digital health, operational excellence, and technology adoption. Strong analytical and financial skills, with the ability to measure and report on the ROI of transformation efforts.
