The Role:
We’re recruiting to fill an Agency Procurement & Program Administrator role on the Strategy and Policy Implementation team within the Office of Child and Family Services (OCFS). This position assists in drafting and developing contractual agreements to include the completion of all required language, documentation, budget reviews, and works closely with leadership, program managers, finance, and contract management on all procurement activities. This position also manages grants, including applications, BVR’s, grant snapshots and tracking of grant spending. The ideal candidate meets the requirements and is a motivated team player who works well independently and collaborates effectively with others to achieve success.
Core Responsibilities:
The Agency Procurement & Program Administrator position works closely with Child Welfare Managers to procure Child Welfare services, including development of requests for proposals (RFPs), construct contracts, and monitor contract compliance and performance. The position analyzes the performance of OCFS contracts by working with OCFS managers and finance staff, and by tracking and running reports to forecast spending projections to assist in making informed allocation decisions. This position will meet regularly with contracted provider staff to discuss implementation and ongoing provision of services as outlined in contracts. The position will assist in identifying program strengths and needs through on-stie reviews and evaluations and/or a QA process. The position will manage numerous grants, track spending and allocation of grant funds into various contracts. Additional responsibilities may include conducting research to ensure new programs and services are developed based on the best practices and are evidence informed.
A successful candidate will
• Demonstrate experience coordinating multifaceted projects.
• Experience and/or knowledge of child welfare programs, services and needs.
• Ability to interpret and present large amounts of data in a clear, accurate, and concise way.
• Ability to understand budgets and use financial data to tell a story.
Minimum Qualifications:
Advanced education, training, and/or experience in contract administration, accounting, procurement, project management, financial management, or another related field and demonstrated experience coordinating multifaceted projects.
Preferences will be given to candidates that demonstrate expertise in the following competencies:
• Have education, training, and/or experience in administration, accounting, procurement, project management, financial management, or another related field.
• Exceptional written communication and technical writing skills.
• Have Child Welfare experience.
