This vacancy is located in East Baton Rouge Parish.
This position will oversee the Liaison and Constituent Services and Performance Enhancement Units.
This position is within the Business Operations Section of the Child Welfare Division of the Department of Children and Family Services and receives supervision from the Deputy Assistant Secretary 2. The incumbent will provide direct oversight and supervision to staff relevant to managing budget, special projects, deliverables, scheduled cost and quality expectations. The incumbent will work directly with the Program Manager 2 to ensure to use agency resources in an efficient manner and will provide reliable and professional advice to Child Welfare Leaders as it relates to project management, program implementation and budget requirements.
This position may be filled as a probational appointment or a job appointment that may last up to 48 months. Job appointments may convert to probational appointments. Also, it may be filled as a detail and promoted within 12 months.

Minimum Qualifications
MINIMUM QUALIFICATIONS:
Seven years of experience in child welfare; OR
Six years of full-time work experience in any field plus four years of experience in child welfare; OR
A bachelor’s degree plus four years of experience in child welfare; OR
An advanced degree in a social science or behavioral health field, nursing, or a juris doctorate plus three years of experience in child welfare.
NECESSARY SPECIAL REQUIREMENT:
Possession of a high school diploma or equivalent.
A current driver's license and access to a personal vehicle.
NOTE:
The incumbent of this position must not have been convicted or pled nolo contendere to a crime listed in R.S. 15.587.1 (c).

Broad from the Child Welfare Director or other higher level personnel.
SUPERVISION EXERCISED:
Direct over Child Welfare Manager 1 or equivalent level positions. May supervise lower level personnel.

JOB DISTINCTIONS:
Differs from Child Welfare Manager 1 by the presence of administering multiple complex statewide programs or functions that have statewide impact.
Differs from Child Welfare Director by the absence of responsibility for statewide programs of the largest scope and/or highest degree of impact.

Assists in working with state, regional and parish administrative staff in developing management procedures and operational plans to assure all agency programs are implemented at the local field operations level in accordance with federal and state laws and regulations and the terms of applicable court directives.
Formulates current and long range plans and policies for programs such as: Interstate Compact on the Placement of Children (ICPC), Title IV-E eligibility, Medicaid Eligibility for foster and adoption subsidy children, etc.
Assures placement resources needed to serve the children, court-ordered into the custody of DCFS, through the development of statewide supports for DCFS foster and adoptive families.
Analyzes the impact of federal, state, and local legislation; advises agency officials, prepares position
statements, presents testimony at hearings, and drafts legislation.
Oversees or serves as state agency representative/liaison with support groups, the community, and organizations such as, but not limited to: Foster Parent Association, the Louisiana Licensed Adoption agency Association, the Louisiana Council for the Adoption of Minority Youth, Federal Child Welfare Offices, national organizations, etc.
Oversees the proper management, use and reporting of numerous federal grants.
