Child Youth Services Deputy Director
Overview ***This position will be physically located in The Marshall Islands in support of LOGCAP*** Serves as the Child, Youth and Services (CYS) Deputy Director and Trainer. Responsible for ensuring compliance with statutory and regulatory requirements related to staff training and professional development, oversight and coordination of activity/program schedules within the department, curriculum approval, child/youth development, risk management practices, and special needs inclusion. Performs duties under the general direction of the CYS Director. Responsibilities This position description is subject to change at any time as needed to meet the requirements of the program or company. Provides program oversight and accountability for the performance of staff and the safety and well-being of children and youth IAW DoD, Army and local policies and standards. Ensures staff follow risk management procedures (i.e., abuse prevention, identification, and reporting procedures; accident prevention, etc.). Serves as a member of the Installation Child and Youth Evaluation Team to ensure compliance with regulatory requirements and CYS baseline standards. Develops operational procedures to anticipate installation needs and trends and provides input to CYS Director for inclusion in the CYS Operations Plan. Supports the development of policies, procedures, and Standard Operating Procedures to support department goals. Works closely with other CYS staff to successfully integrate CYS initiatives. Creates and maintains the master weekly staff schedule across programs. Ensures staff appropriately charge and record time worked. Maintains CCTV functionality and ensures utilization of software for supervisory, observation, and training requirements. Supports Program Managers with daily operations, parent inquiries, and direct care staff management. Designs and implements annual CYS training program plan to include annual overarching training goals, in-service training agendas and sessions, individual development plans, quarterly reviews on direct staff, management training opportunities. Applies professional knowledge to develop training materials. Provides Foundational and Annual training for employees and ensures completion of Individual Development Plans. Conducts on-the-job training in classroom settings based on developed training plan to ensure competence of staff and quality of programs that meet or exceed national standards. Conducts analysis of trends throughout the enterprise to ascertain specific needs for training, determines the objective and scope of annual training topics. Designs and implements annual CYS training program plan to include in-service training days. Responsible for orientation of new employees. Conducts Quarterly Reviews on all direct care staff. Evaluates conducted trainings and training materials and recommends suggested changes and improvements. Collaborates with Program Manager to include observations and requests for staff individual training plans. Establishes and maintains an active program of parental involvement, providing parent education opportunities and encouraging parent observation and participation. Conducts written observations of staff during all hours of operation. Reviews and observes instructional plans and sessions for appropriateness, regulatory compliance, and lawfulness. Manages the Multi-disciplinary Inclusion Action Team (MIAT), the Kids Included Together (KIT) program implementation, and other educational requirements for children with special needs and behavioral supports. Serves as the MIAT Chair when special needs cases are elevated to full review. Supports Supervisory Program Specialist and KIT in development of Inclusion Plans and Behavior Support Plans and implementation. Conducts child observations at the request of staff to assist in determining necessity of support plans. When required, assumes the responsibilities and role of CYS Director. Other duties as assigned Qualifications Minimum Qualifications: One year related experience may be substituted for one year of education, if degree is required. Successful completion of an undergraduate degree in the fields appropriate (child development, early childhood education, elementary education, secondary education, or other related). OR Undergraduate degree in Business Management and Administration (or similar) with two-years supplemental child development, education, or childcare experience. Master’s degree and experience overseeing CYS programs highly preferred. Must be CAC eligible and/or able to obtain a Common Access Card (CAC) Must be a U.S. Citizen Experience: Two (2) years’ experience managing two different CYS programs (SAC school age care, teen program, etc.) or a like/similar facility. Experience working with regulatory and personnel proponents. Experience with adult education, professional development, or supervision. Successful completion of Foundation and Annual CYS Specialist Training is required. Skills: Able to plan and organize work, analyze problems to identify significant factors, gather pertinent data and recognize solutions. Able to professionally interact with all levels of employees and participants, as well as parents, volunteers, and school personnel. Able to read, write, and communicate in English at an exemplary level. Knowledge/demonstrated skill in working with Microsoft Windows and Windows applications. Able to learn new software. Able to oversee management, direct care, and support staff. Able to maintain detailed records in confidence. Able to present ideas and proposals to a variety of audiences. Comprehensive analytical writing skills. Knowledge of management analysis, personnel development. Working Conditions: Must be capable of working in an extreme weather conditions with temperatures exceeding 120 degrees Fahrenheit. Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, wet, tropical environment with average temperatures of 130 degrees in the summer months). Includes some industrial production environment conditions as well. The worker is subject to environmental conditions. Protection from weather conditions, but not necessarily from temperature changes.. None. The worker is not substantially exposed to adverse environmental conditions (such as in typical office or administrative work.) Physical Requirements: Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents. Employee use of personal protective equipment (PPE) is required for some situations. PPE includes, but is not limited to, head, foot, torso, respiratory, vision, and hearing protective devices.
